MORGAN COUNTY * UNTIL 1045 AM EST * AT 650 AM EST...LAW ENFORCEMENT REPORTED ONE FOOT OF WATER OVER HIGHWAY 191 6 MILES SOUTH OF WEST LIBERTY. PERIODS OF HEAVY RAIN WILL MOVE OVER MORGAN COUNTY THIS MORNING AND THE EXCESSIVE RUNOFF WILL CAUSE FLASH FLOODING OF CREEKS AND STREAMS...ROADS AND ROADSIDE CULVERTS. THE HEAVY RAINS COULD COULD ALSO TRIGGER ROCK AND MUDSLIDES. A FLASH FLOOD WARNING MEANS THAT FLOODING IS IMMINENT OR OCCURRING.
