ELK COUNTY IN SOUTHEAST KANSAS CHAUTAUQUA COUNTY IN SOUTHEAST KANSAS * UNTIL 1130 PM CDT * AT 722 PM CDT...WEATHER SERVICE RADAR INDICATED THAT THUNDERSTORMS PRODUCING HEAVY RAINFALL WILL MOVE INTO THE AREA AROUND 7 PM CDT. DUE TO HEAVY RAINFALL THURSDAY NIGHT...ANY ADDITIONAL RAIN WILL QUICKLY BECOME RUNOFF. HOURLY RAINFALL RATES WITH THESE STORMS ARE BETWEEN A HALF INCH AND AN INCH PER HOUR. EXCESSIVE RUNOFF FROM THIS STORM WILL CAUSE FLASH FLOODING OF SMALL CREEKS AND STREAMS...URBAN AREAS...ROADS AND AREAS WITH POOR DRAINAGE.
