RICE COUNTY IN CENTRAL KANSAS * UNTIL 945 AM CDT * AT 540 AM CDT...THE RICE COUNTY SHERIFF REPORTED THAT TWO COUNTY ROADS REMAIN BARRICADED. THE TWO COUNTY ROADS ARE AVENUE 22 NEAR SAXMAN...AND AVENUE M...WHICH RUNS IN A WEST TO EAST MANNER...BETWEEN 29TH AND 30TH ROADS EAST OF LYONS. DOPPLER ESTIMATES ARE THAT 3 TO 4 INCHES OF RAIN HAVE OCCURRED DURING THE NIGHT. EXCESSIVE RUNOFF FROM THE EARLIER THUNDERSTORMS WILL CONTINUE TO CAUSE FLASH FLOODING OF SMALL CREEKS AND STREAMS...URBAN AREAS... ROADS AND AREAS WITH POOR DRAINAGE. BE ESPECIALLY CAUTIOUS AT NIGHT...WHEN IT IS HARDER TO RECOGNIZE THE DANGERS OF FLOODS AND FLASH FLOODS. IF FLASH FLOODING IS OBSERVED...MOVE TO HIGHER GROUND TO ESCAPE FLOOD WATERS.
