THE NATIONAL WEATHER SERVICE IN BROWNSVILLE HAS ISSUED A

* FLASH FLOOD WARNING FOR...
  CENTRAL HIDALGO COUNTY IN DEEP SOUTH TEXAS

* UNTIL 900 PM CDT

* AT 700 PM CDT...THE NATIONAL WEATHER SERVICE DOPPLER RADAR IN      
  BROWNSVILLE INDICATED SCATTERED THUNDERSTORMS WITH VERY HEAVY      
  RAINFALL NEAR EDINBURG.  THESE STORMS ARE NEARLY STATIONARY.       
  DOPPLER RADAR ESTIMATED THAT FROM 2 TO 4 INCHES OF RAINFALL        
  HAVE OCCURRED DURING THE PREVIOUS HOUR OVER THE NORTHERN PORTIONS  
  OF EDINBURG AND BETWEEN THE CITIES OF EDINBURG AND ELSA.  

* SLOW MOVING THUNDERSTORMS ARE PRODUCING TORRENTIAL RAINFALL IN THE
  WARNED AREA. RUNOFF FROM THIS EXCESSIVE RAINFALL WILL CAUSE FLASH
  FLOODING TO OCCUR. SOME LOCATIONS THAT WILL EXPERIENCE FLASH
  FLOODING INCLUDE...EDINBURG AND ELSA.

EXCESSIVE RUNOFF FROM THIS STORM WILL CAUSE FLASH FLOODING OF SMALL
CREEKS AND STREAMS...URBAN AREAS...HIGHWAYS...STREETS AND UNDERPASSES
AS WELL AS OTHER DRAINAGE AREAS AND LOW LYING SPOTS.

...THE FLASH FLOOD WARNING FOR CENTRAL HIDALGO COUNTY HAS BEEN 
CANCELLED...

AT 830 PM CDT...THE HEAVY RAIN WHICH AFFECTED CENTRAL HIDALGO COUNTY 
EARLIER THIS EVENING HAS ENDED OVER THE WARNED AREA. STREAMS AND 
CREEKS IN THE WARNED AREA HAVE RECEDED OR WERE BEGINNING TO 
RECEDE...ENDING THE FLASH FLOODING THREAT. EVEN THOUGH STREAM AND 
CREEK LEVELS ARE NOW FALLING...SOME ROADWAYS AND CITY STREETS IN THE 
EDINBURG AND ELSA AREAS MAY STILL BE COVERED WITH WATER. MOTORISTS 
IN THE EDINBURG AND ELSA AREAS ARE ADVISED TO AVOID DRIVING THROUGH 
FLOODED ROADWAYS OR CITY STREETS.
