* AT 141 AM EDT...A TRAINED WEATHER SPOTTER REPORTED VERY HEAVY 
  RAIN HAD FALLEN IN NORTHWESTERN WYOMING COUNTY. HUFF CREEK WAS
  RISING RAPIDLY AND WAS COMING OUT OF ITS BANKS AT 1:30 AM.
