NATIONAL WEATHER SERVICE BALTIMORE-WASHINGTON
446 PM EDT FRI AUG 3 2001

THE NATIONAL WEATHER SERVICE IN STERLING VIRGINIA HAS ISSUED A

* FLASH FLOOD WARNING FOR...
  WESTERN ALLEGANY COUNTY IN WESTERN MARYLAND

* UNTIL 745 PM EDT

* AT 445 PM EDT... LAW ENFORCEMENT REPORTED A THUNDERSTORM WITH   
VERY HEAVY RAINFALL OVER THE WESTERN PORTION OF ALLEGANY 
COUNTY.

HEAVY RAINFALL WAS CAUSING WATER TO COVER ROADS IN THE EXTREME 
WESTERN PORTION OF THE COUNTY. LAW ENFORCEMENT REPORTED GEORGES 
CREEK WAS BEGINNING TO OVERFLOW ITS BANKS.  RADAR ESTIMATES TWO 
INCHES OF RAIN WAS FALLING PER HOUR FROM THIS AREA OF STORMS. 

A FLASH FLOOD WARNING MEANS THAT FLOODING IS OCCURRING OR IS 
IMMINENT. IF WATER IS FLOWING ACROSS A ROADWAY TURN YOUR VEHICLE 
AROUND AND FIND AN ALTERNATE ROUTE. THE WATER DEPTH MAY BE TOO GREAT 
TO ALLOW YOUR CAR TO CROSS SAFELY. VEHICLES CAUGHT IN RISING WATER 
SHOULD BE ABANDONED QUICKLY. MOVE TO HIGHER GROUND.

THREE THINGS TO BE AFFECTING OUR WEEKEND. NUMBER ONE IS A DYING COLD
FRONT THAT WILL BE MOVING OVR THE REGION AND STALLING. NUMBER TWO IS
A S/W DRVNG RA AND SHRA OVR PA AND OH THIS AFTERNOON. NUMBER THREE
IS A LARGE S/W OVR CAPE HATTRS. FRONT AND S/W NUM 1 WILL MOVE OVR
THE MTNS TNT. THIS WILL ALL SLOW TO A CRAWL AS S/W NUM 2 OVR CAPE
HAT REMAINS STATIONARY KEEPING NUM 1 AT BAY. AS S/W 1 IS DIVRTD
SOUTH TOWRDS THE DEEP SOUTH AND S/W 2 REMAINS OVR THE CAPE...WE WILL
BE LEFT IN THE DOLDRUMS BETWEEN THE TWO WHICH WILL KEEP US WITH A
LACK OF SYNPOTIC SCALE LIFT. HOWEVER...WITH THE DISSIPATING SFC
BOUNDARY AND A LOT OF ATMSPHRC RH THNK THERE WILL BE SOME CONVTN ON
SAT. CAPE VALS ARE MODRTLY LOW AND GNRLLY BELO 2000 J/KG. PWATS ARE
HIGH MAXING OUT AROUND 1.75 INCHES IN THE RH CHANNEL OVR THE REGION.
CLD CVR WILL BE PARTLY TO MOSTLY CLOUDY...AM LEANING TWDS THE LATTER.

BY SUN...THE FRNT PUSHES A BIT MORE TO THE SOUTH...ALLOWING MORE OF
AN EASTERLY FLOW...BUT NOT MUCH CHGS THROUGH THE REST OF THE
ATMOSPHERE FROM SAT. VALS ABVE ARE ROUGHLY THE SAME IF NOT SLGTLY
LOWR. WILL PROB GO 20 OR 30 POP FOR SUN WITH PSUNNY SKIES.

AS FOR TNT...AGREE WITH SPC/S LINE FOR CHC OF TSRA TNT FOR ALL BUT
LWR S MD. BEST CHC WILL BE IN THE NW ZONES...FALLING OFF TO THE SE.

IN THE EXTNDED...CHC OF RAIN TUE AND WED AS ANOTHER WK FRNT STALLS
OVR THE REGION.  THEN AGAIN ON FRI...BUT THIS WILL BE CONTINGENT ON
THE LATER PROGRESS OF BARRY THE TROPICAL STORM. WEAKNESS REMAINS OVR
THE EAST THRU WED. MINI RIDGE POSSBLE THURS ACCRDNG TO THE MRF...BUT
WOULDN/T COUNT ON IT AT THIS EARLY STAGE.
