DAKOTA COUNTY IN EAST CENTRAL MINNESOTA * UNTIL 500 AM CDT * AT 250 AM CDT...WEATHER SERVICE DOPPLER RADAR INDICATED VERY HEAVY RAIN JUST SOUTH OF HASTINGS...OR ABOUT 13 MILES NORTHWEST OF RED WING...MOVING EAST AT 10 MPH. EXCESSIVE RUNOFF FROM THIS STORM WILL CAUSE FLASH FLOODING OF SMALL CREEKS AND STREAMS...URBAN AREAS...HIGHWAYS...STREETS AND UNDERPASSES AS WELL AS OTHER DRAINAGE AREAS AND LOW LYING SPOTS. LOCAL LAW ENFORCEMENT OFFICIALS REPORTED FLOODING ON HIGHWAY 11 AND HIGHWAY 13. NUMEROUS BASEMENTS HAVE ALSO BEEM REPORTED FLOODED IN EAGAN AND ROSEMOUNT. A FLASH FLOOD WARNING MEANS THAT FLOODING IS IMMINENT OR OCCURRING. DO NOT ATTEMPT TO CROSS SWIFTLY FLOWING WATERS OR WATERS OF UNKNOWN DEPTH BY FOOT OR BY AUTOMOBILE.
