ZONES MAY REMAIN CAPPED WHERE NORTHERN ZONES WILL BE IN NEAR CAP-
FREE ENVIRONMENT. THIS IS THE REASON FOR TAPERING OF POPS FROM THE
NORTH SOUTHWARD AND EXCLUSION OF SW ZONES FROM SVR OUTLOOK.

FAVOR AVN PRECIP FIELD WHICH IS FURTHEST SOUTH OF MODELS. HAVE DECIDED
