* AT 515 PM... RAIN BANDS AHEAD OF HURRICANE IRENE WERE MOVING
  NORTH ACROSS PALM BEACH COUNTY AND WILL MOVE INTO MARTIN COUNTY BY
  6 PM THIS EVENING. THESE TROPICAL RAIN BANDS HAVE THE CAPABILITY OF
  PRODUCING 5 TO 7 INCHES OF ADDITIONAL RAIN ACROSS MARTIN
  COUNTY TONIGHT.  MARTIN COUNTY EMERGENCY MANAGEMENT REPORT DITCHES
  AND PONDS ACROSS THE COUNTY FULL... SO ANY ADDITIONAL RAIN THIS
  EVENING WILL CAUSE FLOODING. MARTIN COUNTY EMERGENCY MANAGEMENT
