   ONE TO 2 INCHES DURING THE PAST HOUR NEAR THE TOWN OF SAN
   CARLOS. AS A RESULT...FLASH FLOODING IS OCCURRING OR IMMINENT IN
   THE WARNING LOCATIONS.
