THESE STORMS WILL BE LADEN WITH NEAR TROPICAL-LIKE MOISTURE CAPABLE
OF PRODUCING TORRENTIAL DOWNPOURS WHICH CAN CAUSE RAPID RISES IN
IN AREA STREAMS AND CREEKS. SOILS REMAIN HIGHLY SATURATED IN MANY
LOCALITIES INCREASING THE THREAT FOR ADDITIONAL FLASH FLOOD AND FLOOD
PROBLEMS. THIS THREAT FOR HEAVY RAIN IS VERY SERIOUS.
