IN NORTHEAST LOUISIANA ...FRANKLIN PARISH AT 950 PM DOPPLER RADAR INDICATED A RAPIDLY DEVELOPING SEVERE THUNDERSTORM JUST WEST OF FORT NECESSITY MOVING TO THE SOUTHEAST AT 30 MPH.
