PREFER ETA LLVL FEATURES SINCE ETA BL DEWPOINTS THROUGH THIS EVE MATCHES CLOSELY TOO CURRENT SFC DEPOINT DISTRIBUTION...BUT PREFER TIMING OF UPR IMPULSES BY NGM. MODELS IN GEN AGRMNT WITH OPENING H5 LOW OVR THE GREAT BASIN AS IT SLIDES ENE INTO THE NRN PLNS.
