MOVING NORTHEAST AT 40 MILES AN HOUR ACROSS PHILLIPS COUNTY. RADAR
RAINFALL ESTIMATES HAVE BEEN BETWEEN ONE AND TWO INCHES PER HOUR.
THESE STORMS HAVE HAD A HISTORY OF FLASH FLOODING.
