IN THE TEXAS PANHANDLE ...BRISCOE COUNTY IN NORTHWESTERN TEXAS ...FLOYD COUNTY HEAVY RAIN CONTINUES TO DEVELOP OVER FLOYD COUNTY AND MOVE SLOWLY NORTHWARD INTO BRISCOE COUNTY. RADAR ESTIMATED 2 TO 3 INCHES OF RAIN HAS FALLEN FROM 1145 AM TO 1245 PM. THIS AREA RECEIVED 3 TO 4 INCHES OF RAIN LAST NIGHT...SO THE RAIN IS FALLING OVER SATURATED GROUND.
