  AT 245 PM EDT HEAVY RAIN PRODUCING STORMS WERE DUMPING TWO INCHES OR
  SO OF RAIN ON CENTRAL JEFFERSON COUNTY.  THE STORMS WERE MOVING
  NORTHEAST AT 10 TO 15 MPH.
