000 TTAA00 KCRW 272232 FFWCRW VAC051-280045- BULLETIN - EAS ACTIVATION REQUESTED FLASH FLOOD WARNING NATIONAL WEATHER SERVICE CHARLESTON WV 638 PM EDT TUE AUG 27 1996 THE NATIONAL WEATHER SERVICE IN CHARLESTON HAS ISSUED A FLASH FLOOD WARNING EFFECTIVE UNTIL 845 PM EDT FOR PEOPLE IN THE FOLLOWING LOCATION...... IN SOUTHWEST VIRGINIA ...DICKENSON COUNTY AT 625 PM...A THUNDERSTORM WITH VERY HEAVY RAIN WAS ALONG ROUTE 72 ...SOUTH OF CLINTWOOD. THE THUNDERSTORM WAS DRIFTING SLOWLY SOUTHEAST. WHEN THE STORM MOVED THROUGH CLINTWOOD...A SPOTTER REPORTED 2.37 INCHES OF RAIN IN ABOUT AN HOURS TIME. THIS IS ENOUGH RAIN TO PRODUCE FLOODING OF SMALLER STREAMS AND CREEKS. DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO CROSS SAFELY. VEHICLES CAUGHT IN RISING WATER SHOULD BE ABANDONED QUICKLY. MOVE TO HIGHER GROUND. WATCH OUT FOR MUD SLIDES.

AT 500 PM...THUNDERSTORMS COVERED MUCH OF ELLIOT COUNTY. THE HEAVIEST RAIN WAS FALLING NEAR LITTLE SANDY AND BASCOM IN SOUTHWEST PORTIONS. THE STORMS WERE DRIFTING SLOWLY SOUTHEAST AT 10 MPH. RADAR HAS ESTIMATED 1.5 TO 2.0 INCHES BETWEEN 300 PM AND 500 PM. THIS WILL CAUSE RAPID RISES ON SMALLER STREAM AND CREEKS. LOCALIZED FLOODING IN POOR DRAINAGE AREAS IS ALSO POSSIBLE.
