AT 5 AM...HEAVY RAIN CONTINUED ACROSS HARTFORD AND TOLLAND COUNTY.
OVER THREE INCHES OF RAIN HAS FALLEN OVER PORTIONS OF THIS AREA AND
WITH MORE HEAVY RAIN HEADED INTO THESE COUNTIES...SMALL STREAM FLOODING
IS EXPECTED TO DEVELOP THIS MORNING.
