FLOOD WARNING EFFECTIVE UNTIL  400 AM EST
FOR THE FOLLOWING LOCATIONS...
 
IN THE WEST VIRGINIA PANHANDLE
 
   ...MARSHALL COUNTY...OHIO COUNTY
 
HEAVY RAIN CONTINUING TO MOVE THROUGH THESE COUNTIES WILL CAUSE FLOODING
ALONG WHEELING CREEK AND ITS TRIBUTARIES...AND IN OTHER AREAS WITH POOR
DRAINAGE.  CLOSELY MONITOR RISING WATER AND CHANGES IN ICE JAMS...BE
READY TO MOVE TO HIGHER GROUND QUICKLY AS RAPID RISES ARE POSSIBLE.
 
BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER TO RECOGNIZE
THE DANGERS OF FLOODS AND FLASH FLOODS.  IF FLASH FLOODING IS

ATTEMPT TO CROSS BRIDGES...DIPS...OR LOW SPOTS IF WATER COVERS
