...FLASH FLOOD WARNING WITH HEAVY MUD AND DEBRIS FLOWS FOR THE
   OLD TOPANGA BURN AREA LIKELY...

THE NATIONAL WEATHER SERVICE HAS ISSUED A FLASH FLOOD WARNING EFFECTIVE 
UNTIL 4 AM PST TUESDAY MORNING.

SATELLITE AND RADAR INDICATES A MODERATE TO HEAVY THUNDERSTORM HEADING 
FOR THE OLD TOPANGA BURN AREA.  THE STORM SHOULD ARRIVE BY 130 AM PST. 

THE CALIFORNIA OFFICE OF EMERGENCY SERVICE...IN COOPERATION WITH THE 
NATIONAL WEATHER SERVICE...ADVISES THAT THE CURRENT HEAVY RAIN WILL 
LIKELY RESULT IN HEAVY MUD AND DEBRIS FLOWS IN THE BURNED AREAS IN
THE IMMEDIATE FUTURE.  MUD AND DEBRIS FLOWS HAVE ALREADY OCCURRED THIS 
AFTERNOON IN THE BIG ROCK AREA. 

FOLLOW DIRECTIONS OF EMERGENCY PREPAREDNESS OFFICIALS AND EVACUATE IF 
REQUESTED TO DO SO.  PERSONS LIVING IN OR BELOW THE WARNING AREA SHOULD 
BE PREPARED TO MOVE IMMEDIATELY...WITHOUT WAITING FOR INSTRUCTIONS...IF 
HEAVY FLOWS OF WATER...OR DEBRIS ARE OBSERVED IN THEIR AREA.
