EFFECTIVE UNTIL 415 AM PDT FOR PEOPLE IN THE FOLLOWING 
COUNTIES

   IN THE NORTH CENTRAL PART OF IDAHO
      CLEARWATER...LATAH...

   IN THE PANHANDLE OF PART OF IDAHO
      BENEWAH...SHOSHONE...

AT 2 AM MDT (1AM PDT) A STORM SPOTTER IN ELK RIVER IDAHO REPORTED
HEAVY RAIN FALLING AT THE RATE OF 1 INCH PER HOUR.  AN ESTIMATED
2 INCHES HAS ALREADY FALLEN SINCE MIDNIGHT MDT.  SATELLITE PICTURES
SHOW THE AREA OF HEAVY RAIN MOVING NORTH AT ABOUT 15 MPH.

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE
ROADWAY.  THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO
CROSS SAFELY.  VEHICLES CAUGHT IN RISING WATER SHOULD BE ABANDONED
QUICKLY.  MOVE TO HIGHER GROUND.
