AT MIDNIGHT RADAR INDICATES HEAVY RAINS FROM NEAR YOUNGSTOWN SOUTH TO
CARROLLTON TO JUST EAST OF NEWCOMERSTOWN MOVING EAST AT 25 MPH. WITH
THE GROUND ALREADY SATURDATED AND STREAMS RUNNING NEAR BANKFUL FROM
SUNDAYS HEAVY RAINS... FLOODING OF URBAN AREAS AND SMALL STREAMS IS
LIKELY.
 
 
BE ESPECIALLY CAUTIOUS AT NIGHT WHEN IT IS HARDER T.O RECOGNIZE
THE DANGERS OF FLOODS AND FLASH FLOODS.  IF FLASH FLOODING IS
