COUNTIES

   IN THE SOUTHWEST PART OF VIRGINIA
      RUSSELL...SCOTT...TAZEWELL

AT OR BEFORE 500 AM THE CLINCH RIVER AT RICHLANDS ABRUPBLY ROARED
OVER ITS BANKS IN RICHLANDS VA IN TAZEWELL COUNTY FLOODING SEVERAL
ROADS...THE WATER TREATMENT PLANT THERE...AND AN ENTIRE AIRPORT.

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE WATER COVERS ROADWAYS.
VEHICLES CAUGHT IN RISING WATER SHOULD BE ABANDONED IMMEDIATELY.

 AGAIN...THERE IS A DISTINCT POSSIBILITY OF A DAM OR SLAG DAM FAILURE
 IN THE HEADWATERS OF THE CLINCH RIVER.  GET AWAY FROM THAT RIVER
 IMMEDIATELY.  CLIMB A STEEP HIGH HILL AT ONCE.  IF A DAM HAS BROKEN
 ...A HUGrE...DEADLY WALL OF WATER WILL DESTROY EVERYTHING DOWNSTREAM.
