The episode as NWS IWX wrote it up.

Periods of freezing rain created hazardous driving conditions across northwest Ohio February 20th into the morning hours of February 21st as moisture lifted northward over a nearly stalled out frontal boundary. Ice accumulations generally ranged between a glaze and 0.30. The freezing rain changed over to a period of heavy snow during the afternoon and early evening hours of February 21st.
