WINDS ALOFT...BUT WITH LAYER RH BELOW 40 PCT AND PW BELOW 1
INCH...RAIN CHANCES ARE NIL.  LOW CLOUDS REFORM WED NITE...WITH THE
STANDARD CLEARING TO PARTLY CLOUDY THU AFTN.  ALL THIS TIME...FLOW
IN BOUNDARY LAYER WILL HAVE BEEN REPLENISHING LOW LEVEL MOISTURE.
