The drought continues to plague much of deep south Texas as the bulk of precipitation remains to the north of the region. Both mandatory and voluntary conservation water restrictions remain in effect. Subsoil moisture remains very low over most of the area. Thus far, in August of 2000, Zapata and Starr Counties received presidential declarations from the severe drought. The average departure from normal rainfall for deep south Texas was around 8.5 inches. Data from Cooperative Observers and National Weather Service ASOS sites reported the following rainfall departures from normal through the end of November: La Joya 12.02 inches below normal, Port Mansfield 11.55 inches below normal, McCook 11.34 inches below normal, Brownsville 9.98 inches below normal, Raymondville 9.55 inches below normal, Mc Allen 7.25 inches below normal, and Harlingen 6.81 inches below normal.
