Tropical Storm Emily formed on the tail-end of a slow moving frontal boundary that was draped across the northeastern Gulf of Mexico. A weak area of low pressure developed on the 30th and slowly drifted southeast towards the Florida peninsula. Early in the morning on the 31st, satellite and radar data indicated that a tropical depression had formed about 65 miles west of Tampa Bay. The system became a tropical storm shortly before landfall just a few hours later. Emily made landfall on Anna Maria Island at 10:45 AM with maximum sustained winds of 45 mph and a minimum central pressure of 1005 mb. In coastal Sarasota county, Emily's impacts were limited to areas of downed trees and limbs. The highest wind gust reported was 37 knots at a Weatherflow station ENE of Sarasota. Home weather stations along and near the coast reported 3 to 5 inches of rain.

What this means

A best track is the record a warning agency settles on after the storm, not what it said at the time: position, maximum sustained wind and central pressure every six hours, revised against every observation that came in later. Category is the Saffir-Simpson scale, which runs from Category 1 at 64 kt to Category 5 at 137 kt and reads wind only, so it says nothing about surge or rain. Accumulated cyclone energy adds up the square of the wind through the storm's life, so it counts strength and duration together.
