.WHAT HAS CHANGED...
Cold Weather Advisories have been upgraded to Extreme Cold Warnings
for Carbon and Monroe Counties through Friday morning.

For the weekend storm, there's growing confidence the storm will
track far enough offshore to likely limit snow accumulation to
mainly just our coastal counties. Areas near and especially N/W of
the I-95 corridor may not see any snow. Along the coast, there will
also be some impacts from strong winds and coastal flooding but
these impacts may end being a bit less significant than it appeared
they could be earlier in the week.

.DISCUSSION...
KEY MESSAGE 1....A prolonged stretch of dangerous (and potentially
record-setting) cold persists over the region through the remainder
of this week into the weekend, with highs well below freezing and
overnight lows in the single digits, resulting in below zero wind
chills.

Cold weather continues with another reinforcing shot of cold air
arriving tonight. Given the fact that forecast temperatures the past
couple of nights have been running as much as 5 to 10 degrees too
cold in spots, especially outside the higher terrain, have opted to
blend in some warmer guidance for tonight. Despite mostly clear
skies, winds should remain elevated enough to prevent temperatures
from tanking once again. Nonetheless, the cold air associated with
the reinforcing shot will generally be a few degrees colder than
previous nights, so expect low temperatures to range from -5 to 10
across the region. When factoring in the wind, this will result in
wind chills to range from 0 to -15 degrees where Cold Weather
Advisories remain in effect through Friday morning. The exception is
in the Poconos, where enough confidence has been reached to upgrade
to a Extreme Cold Warning where wind chills by Friday morning may
reach as cold as -25 degrees.

Similar conditions are expected for Friday where daytime highs will
mainly be in the teens and low 20s under partly cloudy skies with
diminishing winds during the afternoon. By Friday night, winds look
to become light/calm across the region. This should set-up a pretty
good opportunity for radiational cooling especially with a deep
snowpack in place over most of the region. However, wind chills may
not be far removed from the actual air temperature in lieu of the
calm winds. Thus, while Friday night appears to be the coldest in
terms of actual air temperatures, it may not allude to the night
with the coldest wind chills. The limiting factor in all of this is
we will have some high clouds filtering in from the south which
could keep temperatures a bit warmer than current guidance
indicates. In any case, its cold, so advisories are likely to
continue through at least Friday night.

With the coastal storm starting to influence the region over the
weekend, temps will gradually begin to moderate, though the
increasing wind field may require another extensions of cold weather
advisories (or warnings) through the weekend. By Monday, guidance is
more firmly in the sub-advisory camp as winds relax and the airmass
moderate further.

KEY MESSAGE 2....A rapidly deepening storm will develop off the
East Coast this weekend. The storm should track far enough east
to spare most of the area significant impacts but could still
bring some snow, mainly near the coast. Coastal areas will also
see strong winds Saturday night into Sunday with the potential
for coastal flooding as well.

Forecast models have come into better consensus at this point and
all depict cyclogensis beginning Friday night into Saturday off the
SE coast. This will occur due to a strong upper level disturbance
pivoting around the base of the long wave trough over the east
interacting with the strong baroclinic zone along the coast. By
Saturday evening, the low should be just east of Cape Hatteras
and then looks to track northeast from there passing several
hundred miles east the mid Atlantic coast on Sunday. This should
be far enough away to spare the area heavy snowfall but it will
still be a close call. The storm will also have a broad and
strong wind field with it so it will be close enough to bring
strong winds for coastal and marine areas.

Getting the storm details of timing and impacts, Some light
snow could start breaking out over southern Delaware to around
Cape May as early as late Saturday afternoon. The better chances
for seeing snow though will be for Saturday night into Sunday
morning as the storm moves north and east makes it's closest
pass to the area. By midday Sunday and beyond, the storm will be
pulling way bringing any snow to an end. In terms of forecast
snow amounts, we're thinking at this point 1 to 3 inches near
the coast (areas near and east of the Garden State Parkway)
Except around 2 to 4 inches for Sussex County in Delaware.
Amounts should then taper to under an inch near the I- 95
corridor with nothing likely north and west of the urban
corridor. It should be noted though that despite forecast models
being in pretty good consensus at this point that the
QPF/Snowfall gradient will be quite sharp along the north/west
edge of the system. This means that if the storm tracks even 50
or so miles farther N/W than current thinking, higher amounts on
the order of 3- 6 inches will be possible near the coast with
at least a couple inches then possible near the I-95 corridor.
It doesn't seem likely at this point that that will happen but
it's still possible. Similarly, if it tracks just a bit farther
S/E than current thinking it could be pretty much a complete
miss for our whole area in terms of anyone getting any snow at
all except right near the coast.

In terms of other impacts from winds and coastal flooding, northerly
winds will ramp up through Saturday night and will likely be around
20 to 30 gusting as high as 40 to 50 mph along the coast by late
Saturday night and Sunday. This could produce some minor damage with
the risk of some power outages for these areas. Blowing snow may
also be an issue as well but will depend on snowfall rates and
amounts. Inland, winds look to be more like 15 gusting as high as 20
to 30 mph. At least minor coastal flooding is still on the table as
well with the Sunday morning high tide cycle but the one thing
that's trended in favor of things not being as bad as they could be
is that the winds will be northerly as opposed to northeast. In fact
they may even be shifting slightly towards the NNW Sunday morning.
This should limit the threat of widespread moderate flooding or
worse. That said, we are concerned about impacts from any large ice
chunks in the back bays getting blown around with the winds and
impacts stemming from that. Hard to know exactly how that will play
out but just something else to be aware of.

By Sunday evening, the storm will be rapidly pulling away to the
northeast with generally tranquil weather to follow through at least
the first half of next week.

.AVIATION /00Z FRIDAY THROUGH TUESDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas...

Tonight...VFR. West- northwest wind 5-10 kt. High confidence.

Friday...VFR. Increasing clouds late. West-northwest wind
around 10 kt, with a few higher gusts possible. High
confidence.

Outlook...

Saturday: Mainly VFR except very late day Saturday some lower cigs
and visbys could move into ACY and MIV due to snow.

Saturday night through Sunday: Restrictions possible at MIV and ACY
due to snow and gusty winds. The I-95 sites and northward should
stay mainly VFR except can't rule out some light snow getting into
ILG, PHL, PNE, and TTN.

Sunday night thru Tuesday: VFR expected. Windy Sun night.

.MARINE...
Small Craft Advisories and Freezing Spray Advisories continue
through tonight and portions of the northern New Jersey coast
through Friday. No marine headlines are in effect for the upper
Delaware Bay beyond this afternoon.

Northwest winds around 15-20 kt are expected to continue with
occasional gusts up to 25 kt through tonight with seas of 2-4 feet.
Winds around 15-20 kt continue through Friday morning, before
beginning to diminish through the afternoon. Winds may remain
elevated enough where periodic gusts up to 25 kt may continue on
northern waters. Seas of 2-3 feet.

Freezing Spray is expected to continue through Friday especially on
offshore waters. Outside of freezing spray, fair weather is expected.

Outlook...

Saturday through Sunday...It should be relatively tranquil over the
waters to begin the day Saturday before winds and seas start to ramp
up late day through Saturday night. We have a Gale Watch in effect
for all our waters beginning at 6 PM Saturday running through 7 PM
Sunday. Peak wind gusts could reach storm force but this appears
less likely than it did a day or two ago. Expect seas around 8 to 11
feet Sunday.

Sunday night through Monday...Winds/seas diminish through this
period. Gales look to end sometime Sunday evening or early overnight
but SCA conditions may persist through at least the first half of
Monday.

Tuesday...Winds/seas are expected to be below Small Craft Advisory
levels.
