.SYNOPSIS...

* An active pattern today through next week with precipitation
  and strong gusty winds.

* Accumulating snowfall for this upcoming storm system will be
  confined to higher elevations. Nearly continuous rainfall at
  lower elevations will induce a rise in regional creeks and
  streams.

* Dropping snow levels next week will lead to heavier snowfall
  potential and travel impacts in the Sierra.

.DISCUSSION...

An atmospheric river poised between the 30N and 40N parallels is
aimed at the Pacific Coast for the weekend and beyond. Supported by
an integrated water transport value of 500kg/ms for the foothills of
the northern Sierra, this AR offers some much needed moisture to our
region. Initially, this moisture has arrived with a relatively
warmer airmass, which will keep the snow levels rather high for this
weekend. As we shift into the early week time frame, a low currently
stationed off the coast of British Columbia will drop along the
coast and join forces with this AR to drop snow levels. By
midweek, we could see snow down to valley floors. All of this is
being transported along a jet that contains a 180 kt core, which
will translate to high winds bringing travel and recreation
impacts to the area. Let's dig into some details to see how this
will play out.

* Weekend Valley Rain, Snow Above 7500-8000 ft: Heavy rain will
  develop this afternoon for the northern Sierra into the Tahoe
  Basin, with values of expected water equivalent ranging 1 to 3
  inches across southern Lassen and Plumas counties. Further
  south, into the Tahoe Basin, amounts increase significantly,
  especially along the western side of the Tahoe Basin where
  liquid totals will range 2-6 inches of water. Western Nevada
  valleys could see a range of a few hundredths over the Basin
  and Range to up to one inch of water equivalent for the Truckee
  Meadows and Carson Valley. This is through early Sunday, when
  the AR will oscillate to our north, shifting the bullseye of
  higher totals into the western portions of Modoc, Lassen, Plumas
  and Sierra counties. For Sunday, those liquid totals will range
  1 to 4 inches. As for western Nevada valleys, even less than on
  Saturday with the range from a few hundredths to up to 0.75
  inches, with the bulk of moisture found from US-95 to the east
  and US-50 to the north. This oscillating behavior will continue
  to dictate when the greater totals will be aimed at this region.

* Monday Signals a Change: Snow levels will start to fall Monday
  morning as the upper low drops in and taps into colder air. Areas
  around Lassen County to the northeast will see snow levels drop to
  around 6000 feet. From the Tahoe Basin southward along the Sierra,
  snow levels will tumble toward 6500 to 7500 feet in Mono County.
  We see a chance (70%) for a significant amount of snow to
  accumulate along I-80 near Donner Pass, with a 12-16 inch total
  possible by early Tuesday morning. Snow will continue Tuesday as
  snow levels drop to valley floors by Tuesday night. Overnight lows
  on Tuesday night into Wednesday morning will be reminiscent of
  recent cold spells. We will wake to a chilly Wednesday commute,
  with potential for travel impacts all the way to the valley
  floors.

IMPACTS:

* Travelers should anticipate chain controls, delays, and hazardous
  driving conditions over mountain passes. It is advised to check
  road conditions with Caltrans and NDOT 511 before traveling into
  the mountains.

* Be prepared for hazardous driving conditions in wind prone areas,
  especially for high profile vehicles, especially during the late
  morning through early evening hours on Sunday and Monday.

* Aviation interests should be prepared for frequent periods of
  mountain wave turbulence, rotors, and LLWS.

* The windy conditions will also bring choppy lake conditions with
  wave heights of 2-4 feet for larger area lakes through Sunday,
  except 2-5 feet on Sunday for Lake Tahoe.

* Other potential impacts include downed trees and powerlines,
  plus power outages, especially over higher terrain. HRICH

.AVIATION...

* Mountain snow and valley rain will be part of the forecast into
  this weekend and beyond. Be alert for mountain obscurations,
  periods of heavy precipitation, turbulence, LLWS and gusty
  winds at the surface.

* WINDS: Expect turbulence and LLWS to remain present through the
  forecast period. Wind gusts along Sierra ridges may exceed 100 kts
  through Monday morning, with surface wind gusts for valley
  terminals approaching 35 kts, increasing to up to 45+ kts for
  Sunday.

* PRECIPITATION: Sierra terminals will see mostly rain through
  Sunday, with snow mixing in during the overnight hours. Rain
  will spillover into the Sierra front terminals this afternoon.

.AVALANCHE...

Strong winds and heavy snow, with heavy rain possible, this weekend
for the Lake Tahoe area and southward. Additional rounds of snow
expected through next week.

* Snow levels: Levels slowly rise above 7000 ft today, and continue
  to climb above 8000 ft through Saturday. Locations south of Lake
  Tahoe will likely see snow levels upwards of 9000 ft. Levels may
  fluctuate but will remain elevated until Sunday.

* Snowfall totals: Accumulations in the lower elevations today may
  see up to 2 feet of snow. As snow levels rise, snow will be
  confined to the highest peaks where several feet (2-4 feet) of
  snow is likely through Saturday. The heaviest snowfall rates (max
  ~1.5"/hr) will occur tonight into early Saturday morning.

* SWE and SLR: Anywhere from 3-8" of SWE in the Sierra Avalanche
  Center Area. However, the highest SWE will be along the crests. In
  the Bridgeport Avalanche Center Area, SWE ranges between 2-5". The
  Eastern Sierra Avalanche Center Area will see 1-4". This system is
  relatively wet, so SLRs will be between 6:1 and 10:1.

.HYDROLOGY...

* High confidence in significant rises on rivers and streams
  including nuisance flooding in poor drainage areas. These will be
  the highest flows for this water year in most areas, and transport
  of debris could cause problems in unexpected areas. The highest
  concerns are north of Lake Tahoe.

* Keep an eye on recent burn areas north of Lake Tahoe including the
  Davis, Mill and Bear burn areas, where minor flooding is possible.
  Flooding could be exacerbated by the transport of ash, sediment,
  and debris that may obstruct drainage areas.

* Minor to moderate river flooding is possible on the Susan River at
  Susanville, and Middle Fork of the Feather Middle Fork Feather
  River near Portola, CA, with significant rises on other rivers and
  streams, most notably the Pit River near Canby and the West Fork
  of the Carson near Woodfords. The West Fork Carson River and Susan
  River will respond more quickly into action stage this weekend,
  while the Middle Fork of the Feather and Pit River at Canby are
  expected to continue to rise into early to mid next week. Although
  flooding is not expected on the West Fork Carson River and the Pit
  River, the Susan River and Middle Fork Feather River are
  forecasted to crest above minor flood stages Monday and early
  Wednesday morning respectively.

* Considerable uncertainty still exists with the river forecasts due
  to variability in the rain-snow elevations, persistence of heavy
  rainfall in each watershed, dry soils, and limited low elevation
  snowpack. The oscillating nature of this AR will also dictate
  where the heaviest amounts fall.
