...A SNOW SQUALL WARNING REMAINS IN EFFECT UNTIL 200 PM EST FOR
NORTHEASTERN OCEAN AND MONMOUTH COUNTIES...

At 140 PM EST, a dangerous snow squall was located along a line
extending from near Keansburg to near Six Flags Theme Park, moving
east at 30 mph.

HAZARD...Intense bursts of heavy snow. Gusty winds leading to 
         blowing snow and rapidly falling visibility. Wind gusts 
         greater than 35 mph.

SOURCE...Radar and webcams.

IMPACT...Dangerous and life-threatening travel conditions are 
         expected to develop rapidly in the warning area.

This includes the following highways...
 Interstate 195 in New Jersey between mile markers 15 and 34.
 Garden State Parkway between mile markers 92 and 117.

Locations impacted include...
Long Branch, Asbury Park, Sandy Hook, Lakewood, Middletown, Howell,
Marlboro, Tinton Falls, Holmdel, Red Bank, Manasquan, Highlands,
Point Pleasant Beach, Farmingdale, Allenwood, East Freehold, Six
Flags Theme Park, West Freehold, Adelphia, and Vista Center.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Reduce speed and turn on headlights! During snow squalls, the
visibility may suddenly drop to near zero in whiteout conditions.

Consider avoiding or delaying travel until the snow squall passes
your location. If you must travel, use extra caution and allow extra
time. Rapid changes in visibility and slick road conditions may lead
to accidents.

.SYNOPSIS...
Snow squalls possible today as an artic cold front crosses
through the region. High pressure builds in for tonight and
Monday. Coastal low pressure looks to bring some snow to the
region Monday night through Tuesday. High pressure builds in
Tuesday night and holds influence over the region for Wednesday
and Thursday. Another coastal low pressure system may impact the
region Thursday night through Friday night. High pressure then
builds in again for the weekend.

&&

.NEAR TERM /THROUGH TONIGHT/...
The artic cold front is located just west of the forecast area
along I-81 of 1 PM, and it will cross the area and move
offshore by 4 PM. Along and ahead of the front, banded snow
showers and snow squalls have developed. Conditions will turn
windy through early this evening behind the front.

Snow Showers/Snow Squalls: High res guidance has backed off on the
instability and how steep low level lapse rates will be along and
east of the fall line. Additionally, the only spots in our region
where MU CAPE values > 50 J/kg are coincident with frontogenesis
forcing are the southern Poconos, Lehigh Valley, and NW NJ.
Consequently, think that coverage of any snow showers will be
limited near and east of the 95 corridor. Some high res
simulated reflectivity even depicts any snow showers staying
confined to the I-78 corridor and northward. That is likely too
restrictive as I've seen many times in these scenarios the snow
showers continue past what is depicted in high res models.
The latest radar and satellite trends indicate the snow showers
and squalls to our west in the I-81 corridor beginning to
strengthen and organize a bit. However, expect that as the snow
showers approach the more stable areas near and east of I-95,
they will weaken and diminish in coverage. Any one location will
have only about a 1 to 2 hour window for these showers, so thus
we're expecting snow amounts to be less than an inch (except in
the higher terrain of the southern Poconos where 1 to 2 inches
is possible). That being said, some of these showers could be
snow squalls, with near whiteout conditions, and dangerous flash
freeze set up resulting in slippery conditions on area road
ways.

Winds: The region is experiencing an abrupt increase in wind
speeds with and behind the front. A period of very windy
conditions is expected for 4 to 6 hours after the front passes
into early this evening. The previously issued Wind Advisory
was expanded into the Philly metro as the latest guidance
indicates a surge of 925 mb winds near 40 kts pushing into these
areas behind the front and then off the northern New Jersey
coast later this afternoon. This should present itself near the
surface as gusts near 40 to 50 mph, primarily in the Wind
Advisory area, which may result in some tree damage or isolated
power outages. Pressure rises (and thus the isallobaric
component of the wind) are expected to be the highest mainly
northwest of I-95 (in some cases 6 mb in 3 hr!). We opted to
extend the southeastern segment of the Wind Advisory to 6 PM.
The latest guidance suggests the stronger wind gusts will
linger here a bit longer than farther west.

Winds should gradually diminish after sunset, though still
remain 10 to 15 mph for much of the night. With the strong cold
air advection, lows tonight are expected to range from around 10
degrees in the southern Poconos to lower 20s in Delmarva and
South Jersey. The combination of the wind and temperatures will
result in wind chills in the single digits and teens. Higher
terrain of the southern Poconos and NW Jersey should even have
wind chill values below zero.

.SHORT TERM /MONDAY THROUGH TUESDAY NIGHT/...
Bottom line...Coastal low pressure will likely bring some snow
to much of the region Monday night and Tuesday. Only the more
southern areas of our region could see rain or rain mixed with
snow (e.g. Cape May County in southern NJ, southern Delmarva). A
widespread 1-3 inches of snowfall can be expected across the
region, 1 inch or less for our coastal and more southern areas.
Uncertainty remains in the forecast.

The region will feel the influence of weak surface high pressure
Monday. However, during the Monday night time frame low pressure
offshore of the southeastern CONUS is forecast to develop. This
coastal low pressure will strengthen while moving
northeastwards with time. While the low will look to be well
northeast of our region during the latter part of Tuesday night,
the region will likely see precipitation impact from this
system Monday night through Tuesday as it tracks northeastwards.

Though the coastal low impact is now in the short term portion of
the discussion, there remains uncertainty regarding the details
of this forecast. However, things are becoming a bit more clear
with time. First, it remains likely that precipitation brought
to the region Monday night and Tuesday will mainly be in the
form of snow rather than any other ptype. Much of the
deterministic models keep the 1000-500mb 540 thickness line
south of region through the precipitation impact time frame. The
deterministic models which do bring the 540 line into the
region (e.g., CMC) only bring it through Delmarva and southern
NJ at best. Bottom line, snow will likely be the dominate ptype
seen across much of region Monday night and Tuesday; there will
be plenty of cold air to mix into the system this time around.
Only southern Delmarva, southern NJ, and the coastal areas may
see a bit of rain or rain mixed with snow. Second, the
deterministic models which were originally forecasting
significant cyclogenesis (rapid pressure falls) to occur with
this system (e.g., GFS) have backed off this solution in more
recent runs. While the coastal low tracking northeastwards will
be strengthening with time, more significant deepening would be
indicative of a more northerly track with decent snowfall totals
for the region. Most recent model runs do not have this
solution. In other words, a widespread significant 6+ inch
snowfall event is not anticipated based on latest guidance.

So, what can be expected at this point? The region will likely
see snowfall Monday and Tuesday. Approximately 1-3 inches of
widespread snow can be anticipated for the region with the
exception of the more coastal and southern areas.

.LONG TERM /WEDNESDAY THROUGH SATURDAY/...
The ensembles and deterministic models, as well as the overall
synoptic pattern, support surface high pressure building over the
region Wednesday while remaining centered to our southwest. With
time, this surface high pressure will move eastward and will look to
centered over the eastern CONUS Thursday before moving offshore
thereafter. With surface high pressure well offshore by the time
frame of Thursday night, and an upper level trough axis to our west
being in place, coastal low pressure will likely look to develop
offshore of the eastern CONUS Thursday night and Friday. With this
low exiting to our northeast Friday night, surface high pressure
will likely build in once again for the weekend.

Expect Wednesday through Thursday to be dry and cold as the
region feels the influence of cold surface high pressure. We
could see the next precipitation impact starting Thursday night
and lasting into Friday night. It remains too early to discuss
many details regarding this next event at this point, but the
overall synoptic situation does suggest another snow situation
for much of the region is probable this time around. A return
to high pressure conditions can then be anticipated for the
weekend.

.AVIATION /18Z SUNDAY THROUGH FRIDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas...

Through today...Prevailing VFR conditions. Banded snow showers
and snow squalls could bring brief IFR and even LIFR conditions
to the TAF sites through 20Z. There remains some question as to
the impact of this activity that is nearing the 95 corridor TAF
sites (KPHL, KILG, KPNE, KTTN) and South Jersey sites (KMIV and
KACY). Visibility should tend to improve, but have kept a tempo
group in with mention for now. At the same time as the snow
showers, will have an abrupt shift to W winds and an abrupt
increase in wind speeds. Sustained winds near 20-25 kts are
expected for a few hours before 00Z with gusts around 30-40 kts.
Moderate confidence overall.

Tonight...VFR conditions expected. Winds gradually diminish near and
after 00Z, but remain 5 to 15 kt through the overnight hours. High
confidence.

Outlook...

Monday...Mainly VFR. Cigs will continue to develop and drop with
time. W winds around 5-10 kts becoming more SW later on. Moderate
confidence.

Monday night...Sub-VFR conditions (cigs and visbys) with periods of
-SN/SN. Variable winds around 5 kts. Moderate confidence.

Tuesday...Sub-VFR conditions (cigs and visbys) with periods of
-SN/SN. Variable winds around 5 kts to start will become NW at 10-15
kts later in the afternoon. Moderate confidence.

Tuesday night...Mainly VFR with skies clearing. NW winds 10-15 kts
with gusts around 20 kts. Moderate confidence.

Wednesday...VFR/SKC. W winds 10-15 kts with gusts 20-25 kts.
Moderate confidence.

Thursday...VFR. SW winds 10-15 kts. Moderate confidence.

.MARINE...
A lull in the winds will continue until a cold front moves across
the waters between 17 and 21Z (Noon and 5 PM EST). With this front,
expect an abrupt shift from S/SW winds to W winds and a quick
increase in wind speeds to 30 to 35 kt with gusts up to 40 kt.

Winds should diminish after sunset, but Small Craft Advisory
conditions are expected to continue into mid evening for the
Delaware Bay and to near midnight for the coastal waters.

Freezing spray is possible tonight, primarily for the central and
northern New Jersey coastal waters. At this point, expecting
freezing spray to be light, so haven't issued an advisory or watch,
but this risk could linger into Monday morning.

Monday through Tuesday...No marine headlines anticipated.

Tuesday night...SCA conditions possible. Wind gusts holding around
25 kts.

Wednesday...SCA conditions anticipated. Wind gusts 25-30 kts
through the day. Seas may build up to 5 feet.

.HYDROLOGY...
Multiple river forecast points on the Passaic River remain in
flood stage, with some spots at moderate or major flood stage.
Rain amounts between Friday and Friday night were between 0.50
and 1 inch, with a few spots on the NJ coastal plain up to 1.25
inches. Normally this wouldn't be enough to cause flooding
concerns, but with the ground already saturated and some rivers
still in flood from the last event, we continue to see rises on
rivers in our area. Please refer to the latest Flood Warnings
for more information, and have a multiple ways to receive any
further flood warnings that come out. Do not attempt to drive
through any flooded roadways.

What does MINOR, MODERATE and MAJOR mean?

MINOR FLOODING: Minimal to no property damage, but some public
threat can be expected (e.g. inundation of roads).

MODERATE FLOODING: Some inundation of structures and roads near
streams/rivers are expected. Evacuations of people and/or the
transfer of property to higher elevations can be anticipated.

MAJOR FLOODING: Extensive inundation of structures and roads.
Evacuations of people are on a larger scale. The transfer of
property to higher elevations is needed.

.TIDES/COASTAL FLOODING...
For the upper tidal Delaware River, a Coastal Flood Advisory
remains in effect until 7PM tonight. Areas surrounding the upper
tidal Delaware could again see minor flooding with the
afternoon high tide cycle.

Strong westerly winds are forecast to occur this afternoon with the
passage of an artic cold front. These strong westerly winds will
occur at the same time low tide will occur for the Atlantic
coastal waters. As a result, guidance is indicating blow out
conditions may occur at some locations (e.g., Perth Amboy).
Several gauges are forecast to reach between 1 and 2 feet below
MLLW. A low water advisory may be issued later today as the
forecast is further monitored.

...DANGEROUS SNOW SQUALLS TO IMPACT THE REGION LATE THIS MORNING
INTO THE AFTERNOON HOURS...

One or more bands of snow squalls will be moving east at 50 to 55
mph along the leading edge of an arctic airmass, with the
potential to impact portions of eastern Pennsylvania and adjacent
areas of New Jersey and northern Delaware.

Near whiteout conditions and a quick one half inch of snow in just
10 to 15 minutes will lead to dangerous travel conditions as a
result of the very poor visibility and snow or ice covered roads.
Winds will gust up to 50 mph in the squalls.

If possible, delay any travel until the mid to late afternoon
hours. If you are traveling, your recognition of these squalls
and the actions you take to get off the road or help to gradually
slow traffic could prevent a high speed, multi-vehicle accident
and save your life and the lives of others.

If you see terrain features and objects off in the distance being
obscured by heavy snow within the dangerous snow squalls, take
quick action to pull off the road to a safe location, such as a
parking lot or driveway to wait out the squall.

If you are on an interstate, it's best to get off the road at the
nearest exit as soon as you notice the squall to ensure the
safety of you and your passengers. If there isn't an opportunity
to safely exit the interstate, slow down gradually, well before
entering the squall and turn on your flashing hazard lights.
