.SYNOPSIS...
Low pressure will move northward into the region today bringing
widespread rainfall. The low will depart offshore into Thursday
with high pressure and dry conditions returning for Friday.
Another low pressure system will impact the area Saturday
through early Sunday with another round of rain. High pressure
and dry conditions will return again into early next week.

&&

.NEAR TERM /THROUGH THURSDAY/...
Widespread rain is expected later today into this evening
across the area. Forecast rain amounts range from about 0.5 to
to 2.5 inches. Rain will be heavy at times, primarily within the
NJ Coastal Plain. This could be enough to result in minor river
flooding (more information is below in the hydrology section).

What has changed: No changes with the late morning update as the
forecast is on track. Fog continues to lift as rain should
improve visibilities a bit. Will let the SPS go at 10 AM for
patchy dense fog as conditions improve.

Synoptic overview: Surface low was centered over Alabama as of
early Wednesday morning. This is expected to deepen and
intensify as the mid an upper level trough slides further east.
Based on the latest water vapor imagery, most guidance appears
to have initialized well with the placement of the trough, which
increases my confidence in the trends depicted by the latest
guidance.

Timing: Rain is beginning to nudge into southern Delaware. It
will slowly expand over the rest of the region by early this
afternoon. The prime period for rain should be from early
afternoon through late this evening. Most guidance now shows
the rain tapering off quickly near midnight tonight. Looking at
model soundings, could see saturated low levels (below 800 mb)
into Thursday morning, so though the steady rain may end by
late tonight, could continue to see drizzle across the area
into Thursday.

Rain amounts: During the strongest forcing, it appears the
heaviest rain will be near the coast, if not slightly off shore,
which is good news for limiting the flood threat. Still doesn't
appear to be hardly any instability, which will keep the rain
rates in check. However, precipitable water values will be
above the 90th percentile for this time of year. That combined,
with the wet antecedent conditions (thanks to the rain on
Tuesday), means there is a flood threat within the flood watch
area, so have kept the flood watch as is.

Low level temperature profiles look to stay well above freezing
through out this period, in fact the difference between the
highs today and Thursday and the lows tonight will be about 5 to
10 degrees (highs in the 50s, lows in the 40s). Consequently,
precipitation will be all rain.

.SHORT TERM /THURSDAY NIGHT THROUGH FRIDAY NIGHT/...
We are still anticipating a 24-36 hour break in rainfall from
Thursday night through Friday night ahead of the next system
impacting the region by Saturday through the first half of
Sunday. Friday is shaping up to be a rather nice day amid the
barrage of rainy systems and cloudy/foggy conditions much of
this week and this coming weekend. Highs will be largely in the
50s under partly cloudy skies. Some spots inland at lower
elevations may reach near 60 degrees. This will be attributed to
shortwave ridging passing across the region and surface high
pressure briefly ridging down into the area from the northeast.
Low temperatures Thursday night and Friday night should range
from the mid 30s to near 40 degrees in most areas with light
winds. Clouds will increase in coverage Friday night ahead of
the weekend system.

&&

.LONG TERM /SATURDAY THROUGH TUESDAY/...
Guidance and the overall pattern continues to indicate a rather
rainy weekend will be on tap. Surface low pressure over the
Mississippi River Valley Friday night is forecast to move to the
northeast with time as an upper-level trough to our west pushes
generally eastward. This surface low will look to bring
precipitation to the region sometime Saturday and especially by
Saturday night before it occludes and pushes well out to our
northeast on Sunday. Guidance and the overall pattern then
suggests surface high pressure could build in for the time frame
of Monday into Tuesday.

It is still a little too early to discuss all the details
regarding low pressure impact for the weekend (e.g, exact
timing, rainfall amounts, etc.). At this time, it appears the
rainfall should be centered around the Saturday night time
period, although rain may begin during the day Saturday and
persist into the day Sunday. By itself, the low pressure system
and precipitation brought to the region for the time frame of
Saturday into Sunday would likely not be all that impactful.
Deterministic guidance for example does not have any substantial
QPF amounts for the time frame, somewhere in the 0.5-1.5"
range. However, due to multiple previous rain events happening
before the weekend time frame, more precipitation brought to the
region may exacerbate the potential for flooding. Grounds will
already be saturated before the weekend with many rivers already
elevated. More rain this weekend could push certain rivers in
our region into flood stage or cause rivers coming down from
flood stage to rise once again. The details of the weekend
system should become a bit more clear within the next couple
forecast updates.

As low pressure departs the region Sunday, it will continue
intensifying into Monday as high pressure builds to the west. A
tight pressure gradient should result across the region with
breezy northwest winds. 925 mb winds around 30-40 kts could
translate to rather windy conditions with gusts of 35-45 mph not
out of the question. Will need to keep an eye on this period
for the potential of impactful strong winds. The winds should
lessen for Tuesday.

Stuck closely with NBM for this forecast as NBM had a good
handle overall on the situation/pattern. Near normal
temperatures look to be on tap for Saturday through Monday,
although a warm up appears to be on the horizon into the middle
of next week.

.AVIATION /15Z WEDNESDAY THROUGH SUNDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE,
KRDG, KILG, KMIV, KACY and surrounding areas.

Today...Prevailing LIFR/IFR conditions (both for ceiling and
visibility). Rain will be moving in between 14 and 18Z at the
TAF sites (will arrive first for TAF sites further south and
closer to the coast). Periods of LIFR expected, especially at
KTTN, KPNE, KMIV, and KACY. Winds should be less than 10 KT.
The direction will be shifting from E to NE through the day.
High confidence on the overall pattern, but low confidence on
timing of LIFR conditions.

Tonight...Prevailing IFR conditions to start. May see some
improvement to MVFR or even VFR ceilings after 06Z. Rain should
lighten and possibly stop completely after 03Z. Winds 5 to 15 KT
from the NE or N. Low confidence.

Outlook...

Thursday...Conditions starting MVFR but improving to VFR by mid
day. Moderate confidence.

Thursday night...Mainly VFR. North winds around 5 to 10 kt.
Moderate confidence.

Friday...VFR. East/Northeast winds around 5 to 10 kt. High
confidence.

Friday night...Sub-VFR ceilings possibly developing overnight.
E/SE winds 5-10 kts. Moderate confidence.

Saturday...Sub-VFR conditions likely developing with -RA/RA
later in the day. SE winds 10-15 kts. Moderate confidence.

Saturday night...Sub-VFR with RA. S winds 10-15 kts with higher
gusts possible. LLWS Possible. Moderate confidence.

Sunday...Sub-VFR possible with lingering -RA/RA. W winds 15-20
kts with gusts up to 25 kts. Low confidence.

.MARINE...
On all marine waters, fog and rain later today will likely
result in visibility restrictions that could continue through at
least this evening. Have issued a dense fog advisory for all
marine zones through noon.

From Little Egg Inlet south to Fenwick Island, winds and seas
should stay below SCA criteria until early this afternoon when
seas once again build above 5 ft. Once they do, expect prolonged
SCA conditions to continue into much of the remainder of the
week.

From Little Egg Inlet north to Sandy Hook, buoy 44091 still
reporting 5 ft seas. There will likely be a few hours lull in
elevated seas this morning before they build again this
afternoon. Once they do so, expect prolonged SCA conditions to
continue into much of the remainder of the week.

For the Delaware Bay, winds and seas should stay below SCA
criteria through Thursday.

Outlook...

Thursday night through Sunday...Small Craft Advisory conditions
likely much of this period across the Atlantic coastal waters
as seas remain near 4-7 feet. Wind gusts of 25-30 kts developing
Saturday night and especially by Sunday with an Advisory likely
needed for Delaware Bay during this period. Rain and fog
restricting visibility to 1-3 NM Saturday night and early
Sunday.

.HYDROLOGY...
Minor river flooding is possible at a few river forecast
points, specifically the Rancocas Creek at Pemberton, the
Millstone River at Blackwells Mills, and the Passaic River at
Pine Brook. A few more points in the Passaic and Raritan basins
may get into minor flooding. Some moderate flooding, primarily
on the Millstone River, is possible.

Given wet antecedent conditions and another 1 to 2.5 inches of
rain expected, a Flood Watch has been issued for these basins
this afternoon into this evening. Rain amounts have come down
slightly, but we are expecting a higher and faster response due
to the saturated soils.

Even once we get through the rain tonight, another round of
widespread rain could result in additional flood concerns
Saturday and Sunday.

We attach words like MINOR and MODERATE to river flooding. What
do these words mean?

MINOR FLOODING: Minimal to no property damage, but some public
threat can be expected (e.g. inundation of roads).

MODERATE FLOODING: Some inundation of structures and roads near
streams/rivers are expected. Evacuations of people and/or the
transfer of property to higher elevations can be anticipated.

.TIDES/COASTAL FLOODING...
While no coastal flooding is expected through Thursday, there
is an increasing risk (50-70%) of coastal flooding Friday
through Saturday. A period of onshore flow will coincide with
higher astronomical tides due to the new moon on Saturday.
Astronomical high tides are only near 1 foot below minor coastal
flood thresholds, and tidal anomalies are anticipated to rise
to near 1-2 feet by Friday and especially by Saturday.

Widespread minor coastal flooding is currently forecast
beginning with the Friday morning high tide, primarily for the
Atlantic coast and perhaps Delaware Bay. By the Saturday
morning/afternoon high tide, widespread minor coastal flooding
is forecast for all tidal areas of the Atlantic coast, Delaware
Bay, and the tidal Delaware River. Widespread minor coastal
flooding is likely to occur again in the same areas with the
Saturday evening/night high tide as well, as strong onshore
winds persist just ahead of a cold front. However, the late
Saturday high tide will be the lower of the two astronomical
high tides, so impacts should be less than the early Saturday
high tide. By Sunday, winds will shift offshore and coastal
flooding is unlikely with any subsequent high tides.

Depending on the details, some spotty moderate coastal flooding
impacts could be experienced at the usual suspect locations with
southeast winds and rainfall runoff exacerbating the flood
impacts. These may include the tidal Delaware River, Barnegat
Bay, and Little Assawoman Bay.

Some spotty minor coastal flooding is possible along the eastern
shore of Chesapeake Bay, however confidence on any flooding here
is much lower (20-30%) at this time, as guidance currently does
not support any flooding.
