  At 5.5 feet, The main parking lot at St. Clare's Hospital begins 
  to flood.

.SYNOPSIS...
Strong low pressure will move into eastern Canada today. High
pressure builds south of our region tonight then extends into our
area Thursday into Friday. Another strong low pressure system will
affect the area late Friday into Saturday. High pressure briefly
returns for Sunday, then another storm system approaches early next
week.

&&

.NEAR TERM /THROUGH TONIGHT/...
As of 615 AM, the cold front is off the coast and temperatures
are dropping into the 40s in its wake (upper 30s in the Poconos)
and dew points are also on the decrease. An area of mainly
light showers is sliding across the southern areas early this
morning in response to a trailing shortwave and associated
forcing for ascent. Cannot rule out a few showers or sprinkles
further north for a time. Made some adjustments to the hourly
temperature, dew point and wind grids based on the latest
observations and trends. Also a little earlier, increased the
PoPs some more across the southern areas given radar trends.

Otherwise, a closed low moving into the Northeast and Mid-
Atlantic regions today will drive a powerful surface low north
of the eastern Great Lakes and into adjacent Canada. This will
result in strong cyclonic flow for much of today before the
trough lifts farther north and then the flow aloft backs more.
The strongest shortwave energy is forecast to lift to our north
by later this morning, and until then some showers will occur.
A few snow showers could occur into the Poconos as colder
upslope flow continues to develop through the day. Otherwise,
quite a bit of cloudiness should be around for a while
especially across New Jersey and eastern Pennsylvania.

The powerful surface low shifting well to our north today will
gradually weaken, however a tight pressure gradient combined with
cold air advection will result in deeper mixing through much of the
day. The model forecast soundings show about 40 knots available to
mix down, and while this is marginal for a Wind Advisory the ground
is very saturated. This may result in a greater risk for some
additional tree damage from wind gusts up to 45 mph. Given the
potential with the ongoing setup, opted to issue a Wind Advisory for
our entire area. The strongest winds should be from about mid-
morning through mid-afternoon. The winds are expected to start
diminishing later this afternoon as the flow starts to weaken and we
also shrink the depth of the vertical mixing. Temperatures will be
be trending down today under cold air advection.

Going through tonight, as the closed low shifts farther away from
our area, some weak ridging aloft moves in. Surface high pressure
centered near the Southeast U.S. should start to extend toward our
area. A tightened pressure gradient though will still be in place
and that should keep some wind going, although we are expecting it
to diminish quite a bit. The cloud cover is forecast to dissipate at
least some from south to north, although it may linger for a while
particularly in the Pocono region and vicinity.

.SHORT TERM /THURSDAY THROUGH THURSDAY NIGHT/...
Staying on the warm side of climo on Thursday as well with afternoon
highs warming to the mid to upper 40s (mid 30s Poconos) with partly
to mostly sunny skies. High pressure will move overhead Thursday
night, allowing for mostly clear skies and calm winds. With a
warm airmass overhead, however, radiational cooling will not be
as efficient and the low temperatures are only expected to be in
the mid 20s to low 30s, a few degrees below climo, once again.

.LONG TERM /FRIDAY THROUGH TUESDAY/...
Summary...A strong low pressure system will affect the area
bringing another round of heavy precipitation on Friday and
Saturday, before drying out on Sunday. Another storm system may
approach Monday into Tuesday.

Synoptic Overview...Shortwave energy exiting the Rocky Mountain
region will eject east in combination with a deep upper-level
trough located over the southern Plains on Friday. This energy
and trough is forecast to shift toward the Great Lakes on
Saturday while showing signs of becoming negatively tilted.
Upper flow then becomes relatively zonal on Sunday/Monday aside
for a few pulses of embedded shortwave energy revolving around
the upper low over Canada. At the surface, high pressure near
the Mid-Atlantic will shift offshore on Friday as the surface
low associated with upper trough develops. Similarly to the
Tues/Weds system, this strong surface low will cut up through
the eastern Great Lakes as another strong cold front pushes off
the East Coast on Saturday. High pressure builds over the
southeast US on Sunday and Monday, ahead of yet another low
pressure system that approaches on Tuesday.

For Friday and Saturday...The surface low is forecast to track
once again to our north and west, resulting in our area to be in
the 'warm sector'. Other than a brief period of snow or a
rain/snow mix at the onset for our northwestern counties, this
event will be primarily rain as precip begins Friday afternoon.
Another strong pressure gradient will be in place with a 40-50
mb difference between the surface high and low. Frequent wind
gusts up to 40-50 mph can be expected across the region. Early
estimates show 1-2 inches of rain are possible with localized
amounts up to 3 inches. NBM PotThunder also has a slight chance
for thunder (~20%), so have maintained this mention in the
forecast. Exact details are not quite certain as we still have
to get through the Tues/Weds system first, but the potential
looms for another impactful system to close out the week/start
the weekend. After low pressure departs on Saturday, the area
begins to dry out but strong winds are forecast to continue as
the pressure gradient does not ease until high pressure moves
back into the area later Saturday. High temps for these days
reach into the 40s to 50s.

For Sunday through Tuesday...High pressure builds back across
the area on Sunday and persists for most of Monday. Long range
deterministic and ensemble guidance indicates that another area
of low pressure develops near the southeast US which may
approach our area on Tuesday. Temps for these days appear to be
about 5 degrees below normal.

.AVIATION /11Z WEDNESDAY THROUGH SUNDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas.

Today...VFR overall. Some showers for a time this morning,
especially from the KPHL area south and east. West-southwest
winds 15-25 knots with gusts to around 35 knots, with the
strongest winds from about mid-morning to mid-afternoon.
Moderate confidence.

Tonight...VFR. West-southwest winds diminishing to around 10 knots.
Moderate confidence.

Outlook...

Thursday and Thursday night...VFR. SW winds 5 to 10 kt,
becoming 10 to 15 kt with gusts up to 20 in the afternoon, then
becoming W 5 to 10 kt at night. High confidence.

Friday through Friday night...VFR initially, then becoming sub-
VFR with rain overspreading the area in the afternoon. Rain may
be heavy at times, especially Friday night. E-SE winds around
10-15 kt gusting up to 25 kt during the day, become SE-S winds
around 20-25 kt with gusts up to 30-40 kt at night. Low
confidence.

Saturday through Saturday night...Sub-VFR likely early in the
day, improving to VFR late in the day into Saturday night. SW-W
winds 20- 25 kt with gusts up to 30-40 kt. Low confidence.

Sunday...Primarily VFR. W winds around 15-20 kt with gusts up
to 30 kt during the afternoon. Low confidence.

.MARINE...
Gale Warning in effect for all waters, which goes until late this
afternoon for Delaware Bay and until early this evening for the New
Jersey and Delaware Atlantic coastal waters. Southwest to west-
southwest winds will increase for a time today with gusts to around
35 knots, then diminish tonight. Dangerous seas around 15 feet
(lower on Delaware Bay) early this morning will gradually subside
through tonight.

Outlook...

Thursday through Thursday night...SCA conditions possible
Thursday. W winds 10 to 15 kt with gusts up to 25 kt. Seas 5 to
7 ft, subsiding to 3 to 4 ft late.

Friday...Small Craft Advisory conditions expected to develop in
the afternoon. N-NE winds around 5-10 kt in the morning,
becoming E-SE around 15-25 kt in the afternoon. Seas of 3-4
feet.

Friday night...Gale force conditions expected. E-SE winds
around 20- 30 kt becoming S-SW winds around 20-30 kt late. Wind
gusts up to 40- 45 kt possible. Seas 3-5 feet early, building up
to 10-14 feet late.

Saturday through Saturday night...Gale force conditions
expected to continue. SW-W winds around 25-30 kt with gusts up
to 40-45 kt. Seas of 10-14 feet during the day lowering to 6-10
feet at night.

Sunday...Gale force conditions early lowering to Small Craft
Advisory conditions late. W winds around 20-30 kt with gusts up
to 35-40 kt possible. Seas of 5-8 feet.

.HYDROLOGY...
2 to 4 inches of rain fell throughout the area yesterday into the
overnight hours. The Flood Watch has been cancelled, though numerous
areal and river flood warnings remain in effect. As expected, the
hardest hit areas were the Passaic and Raritan basins, where
multiple river forecast points are expected to exceed major flood
stage. Areas in southeastern PA and northern Delaware also are
seeing moderate to major flooding at some river forecast points.

not attempt to drive through any flooded roadways.

MINOR FLOODING: Minimal to no property damage, but some public
threat can be expected (e.g. inundation of roads).

transfer of property to higher elevations can be anticipated.

MAJOR FLOODING: Extensive inundation of structures and roads.
Evacuations of people are on a larger scale. The transfer of

.TIDES/COASTAL FLOODING...
Another round of minor to moderate coastal flooding will occur today
around the times of high tide. For the eastern shores of Maryland on
the Chesapeake Bay, moderate coastal flooding is subsiding, and
minor coastal flooding will continue for several hours early this
morning. The Coastal Flood Warning remains in effect through this
morning, and then a Coastal Flood Advisory will be needed for the
high tide cycles later this afternoon and this evening as minor
flooding will redevelop.

For northern New Jersey, locally moderate coastal flooding continues
this morning across Middlesex, Monmouth, and Ocean counties. For the
back bays of Ocean county, at least moderate coastal flooding will
persist well into this afternoon.

For southern New Jersey, the tidal Delaware Bay, and the back bays
of Delaware, minor coastal flooding continues, and Coastal Flood
Advisories are in effect until this afternoon. Cannot rule out
locally moderate coastal flooding due to excessive rainfall runoff.

For the tidal Delaware River, moderate coastal flooding will
redevelop with the high tide cycle this afternoon. Coastal Flood
