  At 11.0 feet, Kelly Drive is flooded and closed between Hunting 
  Park Avenue and Falls Bridge. The Flat Rock area is flooded.
  At 11.5 feet, Route 1 off ramp to Ridge Avenue is flooded and 
  closed. MLK Drive is flooded and closed between Greenland Drive 
  and Montgomery Drive.
  At 12.0 feet, Main Street in Manayunk floods in the area of Shurs 
  Lane.

* ADDITIONAL DETAILS...
  - At 7:00 AM EST Thursday the stage was 10.6 feet and rising.
  - Forecast...The river is expected to rise above flood stage
    this morning to a crest of 11.9 feet this afternoon. It will

.SYNOPSIS...
Surface low pressure moves away from the region today, but
upper-level low pressure will linger for the next several days,
keeping plenty of clouds around with some lingering showers on
occasion. Above normal temperatures through Friday will cool
closer to normal as the system finally starts moving away
Saturday. High pressure will dominate Sunday into the middle of
next week aside from a weak system passing Monday, with
temperatures fairly close to normal.

&&

.NEAR TERM /THROUGH TONIGHT/...
Surface low pressure is currently east of Ocean City, Maryland
and heading northeastward into the Atlantic. Deep upper level
low is centered over the mid-Mississippi Valley and it won't
clear the area until Saturday night. For today, fortunately, the
main forcing with the surface low is now passing east, so the
significant rainfall is ending. However, ligering low clouds and
drizzle/showers look likely to continue as we will keep a bit of
upper-level forcing in place and the atmosphere will remain very
moist with no significant change in wind direction just yet.
Temps will not move much, perhaps rising into the low-mid 50s,
but that's only a few degrees above 2 AM readings.

Tonight, chance of showers diminishes, and winds start to
increase a bit out of the west, so we may be able to clear out a
bit of the low clouds. That, however, opens the door for more
patchy fog development, so clearing might be short-lived if
there is any. Again, temps don't move much, but should drop into
the low 40s for most. This is notably above normal for this time
of year.

.SHORT TERM /FRIDAY THROUGH SATURDAY NIGHT/...
Guidance looks a bit drier for Friday and Saturday overall, with
shower coverage at a relative minimum for much of the area,
perhaps just sprinkles for most. Northwesterly flow will take
hold, allowing temps to start cooling down after Friday, so
highs in the 50s Friday give way to 40s Saturday, with lows in
the 30s. Best chance of showers looks like Friday night as the
best forcing with the upper low passes by, but confidence in
this is low given notorious model error forecasting vorticity
maxima associated with closed lows. Best chance of showers will
naturally be in the Poconos.

.LONG TERM /SUNDAY THROUGH WEDNESDAY/...
Quieter weather pattern takes hold for the long term, with a
faster westerly flow aloft developing in the wake of the slow-
moving closed low. This will allow for clearing on Sunday as a
weak ridge builds overhead for a short time. After that, a weak
system may pass on Monday with more clouds and perhaps a shower,
but overall it looks moisture starved with limited forcing. HIgh
pressure builds back into for the middle of the week. With the
northwesterly flow taking hold at the surface Sunday and more or
less persisting rest of the long term, temps will be closer to
normal, with highs in the 40s and lows mostly below freezing.

.AVIATION /12Z THURSDAY THROUGH MONDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas...

Today...Highly variable conditions this morning as the rain is
pulling out, but expect low clouds to build back across the
region as the atmosphere stablizes somewhat through early
morning. This likely lingers through today tonight, so IFR looks
likely, perhaps LIFR at times. Winds northeast 10-20 kts.
Moderate confidence.

Tonight...IFR conditions likely continue this evening with light
and variable winds. After midnight, some improvements looking
possible as winds shift westerly. Low confidence.

Outlook...
Friday...Sub-VFR likely with lingering clouds and perhaps a
stray shower. Winds west-southwest 5-10 kts. Low confidence.

Saturday...Sub-VFR possible with lingering clouds and perhaps a
stray shower. Winds west 10-15 kts. Low confidence.

Sunday...VFR likely with clearing. Winds west-northwest 10-15
kts. Moderate confidence.

Monday...VFR likely. Winds northwest around 10 kts. Moderate
confidence.

.MARINE...
Strengthening low pressure passing northeast off the coast will
result in building waves over the ocean, so have Small Craft
Advisory in effect through tonight. Winds likely stay below 25
kts, however, so no need for an advisory over the bay.

.Outlook...
Winds and waves are likely to stay below Small Craft Advisory
criteria from Friday through early next week.

.HYDROLOGY...
Widespread rain in the order of 1-3 inches fell across areas
mainly near and especially northwest of I-95 overnight. Many
flood warnings are currently in effect, and there will be
continued rises on streams and rivers thanks to runoff. So,
will maintain the flood watch for the time being. Fortunately,
any additional rains over the next few days will be minimal.

.TIDES/COASTAL FLOODING...
While we are past the full moon slightly, the waters remain
elevated. Prolonged onshore flow has elevated water levels as
well. Latest guidance has the wind going off-shore enough across
Delaware to keep levels below advisory minor, but they look
close. Further north, the risk is higher, so have issued coastal
flood advisory for the NJ shore. Think this should be over with
after this afternoon since the next cycle is the lower of the
two and the onshore flow is going to weaken.
