* WHAT...For the Wind Advisory, east to northeast winds 20 to 30
  mph with gusts up to 45 mph. For the High Wind Warning, north to
  northwest winds 25 to 35 mph with gusts up to 60 mph expected
  behind a cold front.

* WHERE...Russell and Barton Counties.

* WHEN...For the High Wind Warning, from 3 AM to 7 AM CDT 
  Thursday. For the Wind Advisory, until 3 AM CDT Thursday.

* IMPACTS...Damaging winds could blow down trees and power lines.
  Power outages are possible. Travel will be difficult, 
  especially for high profile vehicles.
