AREA FORECAST DISCUSSION

.SYNOPSIS...Winds and rainfall are on the increase today a strong
Pacific cyclone and atmospheric river impacts the region. This
storm system will bring strong southerly winds, heavy high
elevation snow, and a new widespread flooding threat from heavy
rainfall atop of already saturated ground.

&&

.DISCUSSION...A strong 976 mb Pacific cyclone is pulling north and
dragging a front and atmospheric river into the region today.
Rainfall is spreading in along a stalling boundary while southerly
winds continue to increase. Complex upper-dynamics exist, including
a 110 kt jet streak positioned just offshore and upstream of broad
upper diffluence. This has enhanced the coastal barrier jet and will
allow one intense, compact surface low to form and move NE overnight
along the front, with a possible secondary weaker low formation soon
behind it. Winds and precipitation will be enhanced along these
lows, which are proving to be a bit of a wildcard in today's
forecast package. The up to 60 mph surface wind gust potential and
isolated heavy convective showers surrounding these lows looks to be
mostly held over the coastal waters tonight as they move by.
However, coastal Mendocino, coastal standout spots along the
coast from Southern Humboldt, Cape Mendocino and into Del Norte
County look to get at least a brush by overnight, with another
shot early Saturday morning with the possible secondary low.

The stretch of coast along and south of the cape, including
Shelter Cove will get a better shot of more consistent wind gusts
up to 60 mph. See the marine section below and the latest
expanded Wind Advisory. Apart from the lows, southerly winds are
already becoming strong over the forecast area, with some of the
ridges already gusting over 50 mph. These winds will continue to
increase, with most coastal areas and valleys seeing 30 to 40 mph
gusts, and ridges over 60 mph. Winds may see brief lulls before
increasing again into Saturday evening with another storm system.

With periods of heavy rain expected to develop today in southern
Humboldt County atop of fully saturated ground and streamflow in
the 90th percentile for historic flows, a flood watch will remain
left in place for the next few days as more storms impact the
region. Additionally, flood watches remain for southern Trinity,
Mendocino, and Lake counties beginning late tonight running
through Monday and Tuesday. An additional storm is forecast to
impact the region over the weekend followed by a potentially more
impactful storm for the southern portion of the forecast area
early next week. Total rainfall through Saturday will range from 3
to 6 inches in southern Humboldt, southern Trinity, Mendocino,
and Lake counties. See the hydrology section below. A Winter Storm
Warning remains for elevations of 4500 feet, mostly impacting
areas around Scott Mountain pass. /JJW

.AVIATION...Southerly winds and rain continue at all
terminals, with periods of moderate to heavy rain are possible into
early this evening. Light rain should reach interior Mendocino and
Lake counties by this evening, with periods of moderate to heavy
rain by tonight. MVFR is expected while this system moves in, and
IFR conditions will accompany bands of moderate to heavy rain this
evening and tonight. LLWS is a possibility for all terminals as this
front moves through. /JLW

.MARINE...Gale Force southerlies associated with an approaching
frontal boundary are expected to continue this afternoon and evening
across all zones. Winds are expected to briefly drop below Gale
Force in the northern outers late tonight while the front stalls
near Cape Mendocino...meanwhile hires guidance is indicating a
compact, intense surface low sweeping northward up the frontal
boundary tonight and early Saturday morning. Precise placement of
this compact feature varies between models, however with a majority
of high resolution guidance placing sustained low-end storm force
southerlies with this system figured it is likely that these winds
will occur somewhere across the southern waters. A storm warning has
been issued to cover this hazard. Winds north of the Cape may
briefly pulse again to high-end gale with the passing of this
feature early Saturday morning. Winds significantly weaken Sunday,
then are expected to accelerate once again to Gale Force Sunday
night with yet another frontal passage.

The dominating W swell for the past couple of days has quickly
decayed today, and this will likely be reinforced Saturday back to
around 15 ft. Southerly seas have pulsed once again with the frontal
passage this morning as well, and combined seas are expected to
remain above 18 ft outside of the northern inners through Saturday,
then weaken Sunday.

.HYDROLOGY...Heavy rain continues over the next week. Flood watches
are in effect for southern Humboldt, southern Trinity, Mendocino,
and Lake counties varying in length through Tuesday. Additionally,
river flood watches have been issued for the Navarro River and
Russian River near Hopland. Of particular note is that the Russian
River is forecast to rise above flood stage and stay there for
multiple days. The current watch has been issued with no end time
considering the river forecast center's forecast ends with the river
still in flood stage out 5 days. /RPA
