.SYNOPSIS...
Dry and quiet weather across the region today with near to above
normal temps. A distant low will bring rain ending as snow across
parts of Eastern Massachusetts and Rhode Island with minor
accumulations possible on Friday. This is followed by dangerously
cold wind chills due to strong winds and arctic air Friday night
into Saturday. Confidence is increasing in a strong storm impacting
the region Sunday night into Monday. Precipitation type remains
uncertain, but more rain than snow may occur along the coast with
the better chance for a front end thump of snow across the interior.
Coastal flood threat will also need to be monitored. Drier weather
returns Tuesday and Wednesday.

.NEAR TERM /UNTIL 6 PM THIS EVENING/...
1000 AM Update:

Forecast is holding up fairly well so no significant change
needed at this point.

Still a fair amount of SCT-OVC mid to high clouds across SNE but
especially northern MA in vicinity of a SW-NE oriented quasi-
stationary frontal boundary. Should see decreasing cloudiness
with more intervals of sun into early afternoon for most, then
mid to high clouds increase from south to north into sundown.
Though a couple of our cooperative weather observers reported
some flurries across northern/northwest MA this morning, should
see this dry up by the late morning. No changes to highs which
look on track, today being the mildest day through the rest of
the workweek and weekend.

Previous discussion...

* More clouds than sunshine across southern New England for the
  first half of the day. Dry for most, but cannot rule out a few
  flurries across NW MA this morning.

Cyclonic flow in place across the eastern 2/3rds of the country. A
weak shortwave trough lifts into and through southern New England by
this afternoon. Behind the shortwave will have shortwave ridging in
place ahead of the trough digging into the OH Valley/Mid Atlantic by
late in the day.

Anticipate more cloudiness than sunshine for much of the region to
start as the shortwave trough is lifting through the region. This
also matches up well with high relative humidities within the low-
mid levels. Think where the low level RH is AOA 75 percent in the
1000-850 hPa level is where there should be enough moisture for a
few flurries. Once the shortwave exits and the ridge builds in this
should come to an end. The ridging will also bring more sun to the
region for the afternoon.

The upward temperature trend continues today with 925 hPa warmer air
advecting in due to SW/S flow. Will have temps aloft warm up to 0 to
3 degrees Celsius at 925 hPa. The result will be high temperatures
in the low/mid 40s for most, however the higher terrain will still
see readings in the mid/upper 30s.

.SHORT TERM /6 PM THIS EVENING THROUGH FRIDAY NIGHT/...
Highlights

* Light rain spreads in very late tonight and ends as snow across
  eastern MA/RI on Friday. Still anticipating minor accumulations,
  but the bigger risk is a Flash Freeze.

* Strong to potentially damaging winds across portions of the region
  with the risk being the highest across Cape/Islands.

* Dangerous Wind Chills for much of the interior and portions of
  eastern MA due to the combination of bitter cold and strong winds
  Friday night into Saturday.

A trough will be situated over the OH Valley/Mid Atlantic late on
Thursday. This will dig into VA/NC by early Friday and cutoff. A
southern stream shortwave will lift from offshore of FL and deepen
as it get pulled into the broader cutoff on Friday that remains to
the S and eventually east of the benchmark by late Friday. The
cutoff/trough lifts toward Nova Scotia by early Saturday. Expect low
pressure to deepen well offshore of the Carolinas late tonight and
lift toward the region heading into Friday. This system makes its
closest pass Friday afternoon/evening and remains well to the S/SE
of the Cape/Islands before lifting toward Nova Scotia heading into
Saturday AM.

Several different concerns during this period, but will cover them
in the same order as the highlights above.

Precip/Snow/Flash freeze...

Not too much of a change in precipitation chances along with
expected QPF/snow. There is still some uncertainty with respect to
the W/NW extent of precipitation. The GFS/ECMWF/GEM depict a precip
shield further inland than the CAMs. Have blended the two, which
generally keeps precip from roughly the PVD-BOS corridor
southeastward. Should start off as mainly rain for SE MA, but will
have light snow for roughly PVD-BOS. Not expecting much accumulation
during the morning given the marginal temps. The bulk of the snow
accumulation is during the afternoon and Friday night as temps are
plummeting and SLR increasing to 13/15 to 1. Friday morning we have
925 hPa temps in the +/- 2 degree Celsius range which lowers to
-2 to -10 degrees Celsius. There are some differences with how
quickly this occurs, which will impact how quickly the precip
transitions over to snow and exact snowfall totals. Think the most
likely scenario is a coating to roughly 2 inches. The 2 inch totals
are most likely across SE MA along with Cape Cod. Will also see
ocean effect snow showers persisting across the Cape/Islands into
early Saturday as flow along with temps will be conducive for this
threat.

Precipitation total wise leaned toward the 75th-90th percentile of
guidance with some minor adjustments to increase snow totals across
the Cape and portions of SE MA. Will see a good slug of QPF with
0.25 inches from roughly SE MA to around 0.75-1" across the elbow of
the Cape and ACK. Lesser amounts expected heading to the PVD/BOS
corridor. Given the rapidly falling temperatures will have the
potential for a flash freeze where there is still standing water
along with minor snow accums. The question will be how quickly some
spots dry out given the strong winds expected.

Strong/Damaging Winds...

Previous forecast looked pretty good, but have bumped up
speeds/gusts for portions of the region. There are still some timing
questions with how quickly the wind ramps up earlier on Friday with
the ECMWF/GEM moving the 850 NNE low level jet in a bit faster than
the GFS/NAM along with the convective guidance. Leaned toward the
GFS/NAM along with HREF guidance bringing the strongest winds and
gusts Friday afternoon into Friday night. Will have roughly a 40-60+
kt 850 hPa northerly low level jet in place over the region, with a
stronger jet in place offshore. Do even have some hints that there
will be funneling across the Valleys. For now went with a
combination of the NBM90th percentile along with the NAMNest for
wind speeds/gusts. Then increased gusts toward mixing anticipated
within the boundary layer per NAM/GFS Bufkit profiles. Still should
see the highest speeds/gusts across the Cape/Islands where the High
Wind Watch remains in effect.

Dangerous Wind Chills...

The combination of the strong northerly winds and bitter arctic air
advecting into the region Friday night into early Saturday will
bring the risk of dangerous chills. Will have 925 hPa temps start
off between roughly -2 to -10 degrees Celsius Friday evening fall to
-15 to -25 degrees Celsius by Saturday AM. Went with the 10th
percentile of guidance at this time given the strong cold air
advection, which brings low temps in the single digits to teens
below zero for the higher terrain and generally the single digits
above zero elsewhere. The warm spot will be the Cape/ACK where
readings fall to the mid teens. Given these temps along with NW
winds at 15-20 mph will result in fairly widespread wind chills
below 15 below zero. Should see pretty much all of the interior in
Wind Chill Advisories in future updates, but not out of the question
a few spots see wind chills below 25 below zero. Think this risk is
greatest across the eastern slopes of the Berkshires, eastern
Franklin and northern Worcester counties. Was a bit more confident
in this cycle for the risk across the eastern slopes of the
Berkshires and for eastern Franklin to hoist a Wind Chill Watch late
Friday heading into Saturday. Not as confident for northern
Worcester and it may be a bit more spotty coverage wise, so held off
for now. Individuals who have outdoor plans will want to make sure
to dress appropriately.

.LONG TERM /SATURDAY THROUGH WEDNESDAY/...
Saturday-Sunday...

High pressure builds over New England Saturday. We will start the
day with a strong pressure gradiant, which will mean strong
northerly winds. This gradiant diminishes through the day, so expect
winds to diminish as well. Winds and cold air will combine to bring
low wind chills Saturday morning, generally 15 to 20 below zero but
with 25 below zero possible in the Berkshires and Western Hills.
Temperatures at 925-mb will be minus 15 to minus 19C, supporting
daytime highs in the teens.

High pressure moves over the region Saturday night. The pressure
gradiant drops to nil. With light wind and dew points well below
zero, expect min temps in the single numbers and some of the usual
cold places dipping below zero.

High pressure remains overhead Sunday with light wind. Dry air
through the column will maintain mostly clear skies, but with
increasing high clouds from the south late in the day. Temperatures
at 925-mb will be modify somewhat, reaching minus 8 to minus 12C.
This will support max temps in the 20s generally and 30s on the
South Coast.

Sunday night-Monday...

Digging shortwave over the Deep South will run up against a building
ridge along the East Coast. This will turn the upper flow out of the
south, pushing clouds and precipitation up the coast. Increasing
east to southeast flow should favor warming temperatures in Eastern
MA and RI, but northeast winds over the interior could hold the cold
air in Western MA.

The GFS/ECMWF/GGEM all move the storm center up through eastern and
central NY, which would also support warming temperatures in some or
all of Southern New England. PW values would climb above normal,
with values of up to 1 inch. Finally, even if we warm up Monday, the
initial period of cold air from the departing high pressure may be
enough to generate a few hours of snow at the start of the
storm...with some accumulation possible. Tight pressure gradient
will also generate strong wind speeds. Strong east winds may push a
Monday surge of 1 to 2 feet and with waves of 10 to 15 feet on the
outer waters. This would build the tide up to action stage in
eastern MA...just below minor flood.

So there are several potential types of headlines possible for late
Sunday night and Monday, from snow to wind to coastal splashover.
But uncertainty continues as to the degree of each effect on this
Day 5 forecast. The forecast will show snow changing to rain in the
east and possibly in the west.

Tuesday-Wednesday...

High pressure builds over Srn New England, bringing mainly dry
weather. Possibly some widely scattered flakes Wednesday night. Near
normal temperatures, in the upper 20s and 30s days and the teens and
20s nights.

.AVIATION /18Z THURSDAY THROUGH TUESDAY/...
Low - less than 30 percent.
Medium - 30 to 60 percent.
High - greater than 60 percent.

18z TAF Update:

Rest of Today: High confidence

VFR. Decreasing mid to high clouds thru early aftn, then
increasing mid to high clouds from south to north toward
sundown. Light SW/S winds shifting to the SE/S by 21Z to 00Z.

Tonight: High confidence.

VFR ceilings through about 06z. Thereafter ceilings then
approach MVFR levels for the Cape airports, MVFR-IFR at ACK. By
daybreak, more MVFR/IFR ceilings mainly PVD-PYM south and east.
Precip begins as light rain Cape and Islands, with temps cold
enough for light MVFR-visby snow to PVD. Winds become N/NE,
around 3-6 kt in the interior, around 6-10 kt across eastern
MA/RI, Cape Cod and Islands.

Friday: Moderate confidence.

Higher confidence in VFR N/W of I-95. Mainly MVFR-IFR in the
coastal plain, Cape and Islands. Initially rain across Cape Cod
and the Islands; bigger uncertainty in how far north and west
precipitation shield makes it into the I-95 corridor. Appears
BOS may see a brief period of light snow between 13-16z,
becoming RASN after 17z before ending. While snow may begin
earlier at PVD, similar overall timing trends expected here.
Minor, slushy coatings expected for both airports.

While ceilings trend more MVFR-VFR after 21z away from Cape Cod,
the bigger concern is much colder air that could freeze any
slush or wet pavement in the I-95 corridor. Colder air will
force a p-type change across Cape Cod and the Islands over to
1-2 SM snow. Snow will continue for Cape and Islands into the
overnight with 1-3 inches of accumulation.

NE/N winds increase to 10-15 kt, gusts up to 25 kt for the
interior and PVD. Strong winds and gusts develop across coastal
MA, Cape and the Islands after 20z. NE/N sustained winds 25-30
kt/gusts to 40kt for coastal eastern MA. For Cape Cod and ACK,
sustained winds 30-40kt/gusts 50-55 kt with gusts up to 60 kt
possible toward 00z.

Friday Night: High confidence in categories/trends, moderate to
high on winds/gusts.

VFR for most except continued IFR across Cape Cod and ACK due to
accumulating ocean effect snow. Gusty NW winds up to 25 kt in
the interior, up to 45 kt coastal MA with gusts 50-55 kt Cape
and Islands. Decreasing winds and gusts after midnight to 20-25
kt interior, 35/40 kt coastal MA, Cape and Islands.
