The Flash Flood Watch continues for

* A portion of eastern North Carolina, including the following 
  areas, Beaufort, Coastal Onslow, Duplin, East Carteret, Greene, 
  Hatteras Island, Inland Onslow, Jones, Lenoir, Mainland Dare, 
  Mainland Hyde, Martin, Northern Craven, Northern Outer Banks, 
  Ocracoke Island, Pamlico, Pitt, Southern Craven, Tyrrell, 
  Washington and West Carteret.

* From 8 AM EDT this morning through Thursday evening.

* A stalled front will remain near or over Eastern North Carolina 
  for the majority of the upcoming week. At the same time a series 
  of disturbances will move along this front and will bring periods 
  of heavy rain to the area.  Rainfall totals of 4 to 8 inches are 
  expected inland, with 6 to 10 inches along the coast. Isolated 
  higher totals are possible. The heaviest rain is expected along 
  the coast. The soil in our area is already saturated in many 
  locations, with some areas receiving 3 to 5 inches of rain over 
  the past two days.

* Heavy rain over the area has the potential to produce flash 
  flooding and flooding of low lying areas and inundation resulting 
  in impacted travel.

.SYNOPSIS...
A frontal boundary will more or less remain stalled over the
area through the rest of the week as several waves of low
pressure develop along it.

&&

.NEAR TERM /UNTIL 6 PM THIS EVENING/...
As of 1030 AM Monday...Low clouds are hanging tough over the
central part of the area, but they will continue to erode away
toward midday, with a mix of sun and clouds expected this
afternoon.

Previous discussion...Upper troughing continues across the
eastern CONUS with another embedded shortwave diving into the
Mid West. At the surface, a quasi-stationary front will remain
stalled off the coast bringing light N to NE flow across the
area. Plenty of low level moisture remain in place in the wake
of yesterday's convection and seeing widespread low clouds and
patchy fog across much of the area early this morning which will
burn off mid to late morning. Little upper level forcing and
only modest instability will limit convection today but still
expect isolated to scattered showers and thunderstorms along the
sea breeze this afternoon, generally along the coast with
limited activity inland. Not quite as hot today with highs in
the mid 80s and heat indices topping out in the upper 80s to
lower 90s.

.SHORT TERM /6 PM THIS EVENING THROUGH 6 AM TUESDAY/...
As of 345 AM Monday...The upper trough continues to dig into
the southern states tonight allowing Gulf moisture to begin to
surge along the Southeast coast while the quasi-stationary front
offshore begins to back into the area. Generally dry conditions
expected during the evening once afternoon storms dissipate but
will begin to see precip chances increase after midnight.
Guidance has trended slower bringing showers back into the area
until late tonight, with several high-res models keeping ENC
mainly dry until after 12z Tuesday, and have lowered PoPs
overnight. Lows expected around 70 inland to mid 70s coast.

.LONG TERM /TUESDAY THROUGH MONDAY/...
As of 230 AM Mon...Deep moisture arrives Tuesday, bringing a
very active period and heavy rainfall threat that will last at
least through late in the week.

Tuesday through Thursday...A very wet three days are on tap for the
middle of the week. The unseasonably strong trough over the southern
Appalachians remains in place (potentially cutting a low off at
its base), ensuring that a deep tropical moisture belt remains
over the area. PWAT values of 2-2.5 inches prevail through the
period. At the surface, the boundary will generally remain along
the coast, with several weak waves riding along it about every
18 to 24 hours, leading to periods of increased rainfall
coverage and intensity. The heaviest rainfall is currently
expected to fall along and east of the boundary, with 3 day QPF
in the neighborhood of 6-8 inches along and south of US Hwy 17,
with several inches still expected further inland. Given that
much of the area has received around-to-well-above normal
precip over the past couple of weeks, there will be a
significant flash flooding threat that will require close
monitoring midweek. Persistent cloud cover and rainfall will
moderate temps through the period, and instability will
accordingly be limited, with any severe threat currently seeming
secondary to the heavy rainfall threat.

Friday through Sunday...Persistent strong trough over the
Eastern US will finally lift out of the region Fri, only for
another mid-level trough, albeit weaker, to dip through this
weekend to extend our period of unsettled weather. Another weak
low will form along a lingering coastal boundary Saturday
before pushing out Sunday. In terms of QPF, will not expect as
much heavy rain compared to earlier in the week, but the
additional rainfall will certainly add insult to injury. More
zonal pattern begins to emerge Sunday, allowing the wet weather
pattern to finally begin breaking down.

SHORT TERM /Through Tue/...
As of 1245 PM Monday...Widespread stratus is grad lifting and
expect pred VFR developing next cpl hrs that will cont thru
late tonight. There will be some sct shra/isold tsra around thru
early evening with best potential closer to cst and will add
tempo mention at EWN and OAJ. Late tonight deeper moisture
begins to spread in with shra grad becoming numerous thru Tue
morn that will cont rest of the day. As precip increases expect
pred MVFR to develop with poss IFR at times in heavier shra and
poss tsra.

LONG TERM /Tuesday night through Friday/...
As of 245 AM Mon...An extended period of very active weather
thru Thursday. Ample low level moisture and periods of heavy
rainfall will likely bring prolonged visibility and ceiling
restrictions at all terminals, with the greatest confidence
closer to the coast (EWN and OAJ). Conditions possibly improve
Fri, though some vis and ceiling restrictions may linger.

SHORT TERM /through Tuesday afternoon /...
As of 330 PM Monday...A quasi- stationary front will slowly
back toward the area tonight. As this happens northeast winds
tonight will slowly veer toward the south by Tuesday afternoon,
especially over the southern waters. Northeast winds remain
north of Cape Hatteras. Speeds generally 10 to 15 kts but some
gusts around 20 kts possible especially tonight. Seas remain 3
to 4 feet.

LONG TERM /Tuesday night through Friday/...
As of 250 AM Mon...A quasi- stationary front will remain over
or near the coastal waters through the long term period,
bringing a prolonged period of heavy rain. Moderate NE flow
10-15 kts expected Tue before the front slowly retrogrades NW
Tue night and into Wed, turning winds more SSWrly behind the
front. Brief period of SCA possible Tue night into Wed AM with
surge of SSWrly winds behind the front. Hi res guidance shows
brief period of gusts reaching 25 kts and seas jumping to 4-6ft,
with a few 7 ft waves. Prevailing S/SSW flow expected Wed at
15-20 kts and expected to persist through Thu. Seas linger at
3-5ft, though a few 6ft waves remain possible. Marine conditions
relax slightly Fri with SSW flow 10-15 kts and seas 3-4ft.
