* WHAT...For the Coastal Flood Advisory, areas of ocean overwash
are expected during times of high tide both tonight and tomorrow
morning. NC 12 may become impassable at times due to high water.
Additionally, 1 to 2 feet of inundation above ground level
expected in low-lying areas on the sound side near inlets, as
well as across southern Hatteras Island and Ocracoke Island. For
the High Surf Advisory, large breaking waves of 8 to 12 feet
expected in the surf zone. For the Beach Hazards Statement,
dangerous rip currents and strong longshore currents in the surf
zone.
* WHERE...Northern Outer Banks, Ocracoke Island and Hatteras
Island.
* WHEN...For the High Surf Advisory, until 7 AM EDT Sunday. For
the Coastal Flood Advisory, until 2 PM EDT Sunday. For the
Beach Hazards Statement, from 8 AM EDT Sunday through Sunday
evening.
* IMPACTS...Up to 2 to 3 feet of inundation above ground level is
possible in some areas near shorelines and tidal waterways
resulting in an elevated threat of property damage. Flooding
will extend inland from the waterfront threatening some homes
and businesses. Numerous road closures and flooding of vehicles
will be possible. Up to 1 to 2 feet of inundation above ground
level is possible in low-lying areas near shorelines and tidal
waterways resulting in a low threat of property damage. Some
roads and low lying property including parking lots, parks,
lawns, and homes adjacent to the waterfront will experience
shallow flooding. Dangerous swimming and surfing conditions and
localized beach erosion. Rip currents can sweep even the best
swimmers away from shore into deeper water. Dangerous shore
break can throw a swimmer or surfer head first into the bottom
causing neck and back injuries. Strong longshore currents will
create dangerous swimming conditions.
* ADDITIONAL DETAILS...The most likely time for strong rip
currents to occur is a couple hours either side of low tide,
which will occur around 4:00 PM Sunday.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
If travel is required, allow extra time as some roads may be
closed. Do not drive around barricades or through water of
unknown depth. Take the necessary actions to protect flood-prone
property.
Inexperienced swimmers should remain out of the water due to
dangerous surf conditions.
Life-threatening rip currents. If caught in a rip current, remain
calm. Swim in a direction following the shoreline. If tired,
float or tread water until out of the rip current. If unable to
escape, face the shore and call or wave for help.
Shore break occurs when waves break directly on the beach. It is
extremely important to protect your head and neck whenever you
are in breaking waves by keeping your hands in front of you at
all times.
Strong longshore currents can sweep swimmers and surfers into rip
currents, piers, jetties and other hazardous areas. In many
cases, the longshore current is strong enough to prevent swimmers
from being able to keep their feet on the bottom making it
difficult to return to shore.

inundation is possible for areas adjacent to the Neuse River and
southern Pamlico Sound. For the Beach Hazards Statement,
dangerous rip currents and strong longshore currents in the surf
zone. For the High Surf Advisory, large breaking waves of 7 to 10
feet expected in the surf zone.
* WHERE...East Carteret.
* WHEN...For the High Surf Advisory, until 7 AM EDT Sunday. For
the Coastal Flood Advisory, until 7 AM EDT Monday. For the
Beach Hazards Statement, from 8 AM EDT Sunday through Sunday
evening.
* IMPACTS...Up to 1 to 2 feet (isolated spots to 3 feet) of
inundation above ground level is possible in low-lying areas
near shorelines and tidal waterways resulting in a low threat of
property damage. Some roads and low lying property including
parking lots, parks, lawns, and homes adjacent to the waterfront
will experience shallow flooding. Dangerous swimming and
surfing conditions and localized beach erosion. Rip currents can
sweep even the best swimmers away from shore into deeper water.
Dangerous shore break can throw a swimmer or surfer head first
into the bottom causing neck and back injuries. Strong longshore
currents will create dangerous swimming conditions.
* ADDITIONAL DETAILS...The most likely time for strong rip
currents to occur is a couple hours either side of low tide,

Low pressure just off the coast will slowly strengthen and move closer
to the area tonight. Troughing will persist along the coast through
early next week before high pressure regains control.

.NEAR TERM /UNTIL 6 AM SUNDAY MORNING/...
As 615 PM Sat...No changes planned. Low pres SE of Cape
Lookout producing widespread rain with embedded heavier shra
along the coast, espcly the OBX. As the low drifts closer and
deepens a bit this evening expect increasing winds for the coast
as well.
Prev disc...Conditions will deteriorate this evening along the
coast as low pressure offshore continues to slowly strengthen
and move toward Cape Lookout. Strongest gradient on the N and NE
side of this low will bring strong winds overnight, especially
to coastal areas along the southern OBX, Inner Banks, and
Downeast. Wind advisory in effect for Hatteras and Ocracoke
Islands and eastern Carteret Co, but may still need to be
expanded further. Additionally, strong forcing and deep moisture
in place will continue a large area of moderate to at times
heavy rainfall on the north side of the low center, with
greatest QPF expected for coastal areas, where 2-4+ in of
additional rainfall could lead to localized flash flooding.
While instability will be limited, strong low level winds/shear
could lead to the development of some low topped supercells, and
a few stronger storms producing locally very strong wind gusts
and a brief, weak tornado or two are possible. Coastal flooding
is also a concern...see the COASTAL FLOODING section for more.
Further inland, lift will be weak, but cloud conditions will
occasional showers and storms remain possible through the night.
Lows range from mid-60s inland to near 70s along the coast.

.SHORT TERM /6 AM SUNDAY MORNING THROUGH 6 PM SUNDAY/...
As of 415 PM Sat...The low will slowly track westward off the
coast through the day, with an upper level shortwave lifting the
greatest forcing toward the Mid-Atlantic coast. Chance POPs
continue given persistent moisture, but coverage will be much
less than today/tonight. Winds are uncertain and dependent on
the track of the low, but at least breezy winds could continue
through the day, especially along the coast. Still, a general
weakening trend expected through the day. Otherwise, mostly
cloudy skies and generally gloomy conditions continue, with
patchy drizzle possible and highs only reaching into the mid to
upper 70s.

.LONG TERM /SUNDAY NIGHT THROUGH SATURDAY/...
As of noon Saturday...Unsettled conditions continue Monday as
deep moisture remains in place with low off the NC/SC coast.
Return to benign conditions by Tuesday persisting through late
week.
Sunday Night into Monday...Forecast largely dependent on the
movement of the low. General drying expected assuming low moves
away to the west with increasing sunshine through the day
Monday. Highs near normal.
Tuesday through Friday...Ridging at the surface and aloft is
expected to build over Eastern NC. Trends will be drier and
warmer a high pressure increases over the area lasting through
late week. Highs in the low 80s through most of the week

As of 620 PM Saturday...Volatile aviation conditions over the
next 24 hours as low pressure off the coast slowly strengthens
and moves closer. Expect pred sub VFR thru the night and bulk of
Sunday. Guidance suggests will bounce between MVFR and IFR much
of this time with best chc of IFR later this evening thru early
Sun. Conditions will improve a bit later Sun as rain diminishes
and may see VFR return well inland. With the low off the coast
N to NE winds will gust 15 to 25 kts.
LONG TERM /Sunday Night through Thursday/...
As of 350 AM Saturday...Conditions remain favorable for morning
fog and/or stratus until the SFC low lifts north of the area
Monday with high pressure spreading over the area late Monday
into Tuesday.

As of 620 PM Saturday...Moved up start time for SCA nrn
sounds/river as already seeing some gusts to around 25 kts.
Otherwise no changes planned with winds expected to peak later
this evening and overnight as low pres moves closer to coast.
Prev disc...Low pressure, which could become
tropical/subtropical, will continue to slowly strengthen and
approach the coast through tonight. Guidance is in very good
agreement that much stronger E to NE winds, especially from Cape
Hatteras and Cape Lookout and adjacent waters, arrive this
evening. Have increased winds to 25-35 kt in this corridor with
40-45+ kt gusts expected. Gale Warnings remain in effect for the
coastal waters from Oregon Inlet to Surf City, and the Pamlico
Sound, overnight. Elsewhere, SCAs remain in effect, with gusts
to 35 kt possible at times mainly near the mouth of the Neuse
and southern Croatan Sound. Wind the strong winds come larger
seas, with latest guidance indicating the potential for
prolonged 10-13+ ft seas across the coastal waters near and
north of Cape Lookout overnight. This will be short period, very
rough/dangerous windswell. All said, mariners should expected
rapidly deteriorating conditions this evening regardless of
whether of not the low "gets a name".
LONG TERM /Sunday Night through Thursday/...
As of 350 AM Saturday...Heightened seas linger through the
weekend into the early week for northern waters. Winds
eventually shift more northeasterly and slightly decrease to
10-15 kts with seas subsiding from S to N. Southern waters
subside 2-4 ft early Monday, but 4-6 ft lingers north of
Ocracoke Inlet through Monday night. By Tuesday into Wednesday,
winds diminish to 10-15 kt with seas subsiding to 2-4 ft.

.TIDES/COASTAL FLOODING...
As of 1230 PM Sat...A coastal flood advisory has been issued for
expected impacts from a strengthening area of low pressure off
the NC coast from this afternoon through Sunday night. There
remains two areas of concern. The first being locations
adjacent to the southern Pamlico Sound, tidal Pamlico and Neuse
Rivers, and along Core Sound. Here persistent northeasterly flow
will combine with higher than average King Tides, leading to
flooding of 1-2 ft AGL, with some isolated locations getting
close to 3 ft AGL this evening through most of tomorrow. The
second area of concern will be oceanside along the Outer Banks
during times of high tide both tonight and tomorrow morning
where onshore NE/ENE flow will combine with large waves, and
aforementioned King Tides to produce very high water levels,
with beach erosion and ocean overwash expected along portions of
the Outer Banks. Additionally, flooding near inlets and
soundside across southern Hatteras Island and Ocracoke Island
will result in 1-2 ft AGL flooding of low lying areas.
