At 532 PM EST, the media and public reported flash flooding at
Biscayne Blvd and 23rd Street. Video shows water rising above the
bottom line of building doors and covering car wheels. Standing
water is also observed above knee level. Between 3 and 4 inches of
rain have fallen. Flash flooding is ongoing.
