The National Weather Service in Honolulu has issued a

* Flash Flood Warning for...
  The island of Hawaii in Hawaii County

* Until 200 PM HST.

* At 1130 AM HST, radar and rain gages indicated that rainfall has 
  intensified over the Kau and Puna Districts of the Big Island. 
  Peak rain rates have reached 2 to 3 inches per hour near Mountain 
  View and Pahala. Hawaii County Civil Defense reported that the 
  Belt Highway near Kawa Flats has been partially closed. Continued 
  runoff may completely close the highway.

  HAZARD...Flash flooding caused by heavy rain.

  SOURCE...Radar.

  IMPACT...Flooding in drainages, streams, rivers, roads,
           properties, and other low-lying areas. Public road
           closures possible in some areas. Landslides are
           possible in steep terrain.

* Some locations that will experience flash flooding include...
  Hilo, Hawaiian Paradise Park, Hawaii Volcanoes National Park, Wood 
  Valley, Volcano, Pahala, Glenwood, Punaluu Beach, Kawa Flats, 
  Mountain View, Naalehu, Hawaiian Acres, Orchidlands Estates, 
  Keaau, Pahoa, Hawaiian Ocean View, Papaikou, Fern Forest and Eden 
  Roc.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Stay away from streams, rivers, drainage ditches, and culverts, even 
if they are currently dry.

Do not cross fast flowing or rising water in your vehicle, or on 
foot. Turn around, don't drown.

...FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 2 PM HST THIS 
AFTERNOON FOR THE ISLAND OF HAWAII IN HAWAII COUNTY...

At 1154 AM HST, Hawaii County Civil Defense reported that Highway 11 
was closed at Honuapo near mile marker 60 due to flooding. Radar 
indicated that heavy rainfall was continuing over the Kau, Puna, and 
South Hilo Districts. Peak rain rates as high as 2 to 3 inches per 
hour were over the Halemaumau Crater and Kulani Camp areas.

HAZARD...Flash flooding caused by heavy rain.

SOURCE...Emergency management reported.

IMPACT...Flooding in drainages, streams, rivers, roads,
         properties, and other low-lying areas. Public road
         closures possible in some areas. Landslides are possible
         in steep terrain.

Rainfall has eased over the southeast half of the Big Island. Stream 
levels have been receding. The Belt Highway remains closed near Kawa 
Flats as deep ponding slowly drains off the road.

A Flood Watch remains in effect for Hawaii County through Tuesday 
afternoon.
