  was located near Fairbank, or 12 miles northeast of Waterloo,
  moving east at 25 mph.

  HAZARD...Tornado.

  IMPACT...Flying debris will be dangerous to those caught without 
           shelter. Mobile homes will be damaged or destroyed.
