The National Weather Service in Buffalo has issued a

* Flood Warning for...
  Cayuga County in central New York...
  Oswego County in central New York...

* Until 1030 PM EDT.

* At 531 PM EDT, Doppler radar indicated heavy rain. Flooding is 
  ongoing or expected to begin shortly in the warned area. Between 1 
  and 2 inches of rain have fallen.

* Flooding of low lying and poor drainage areas is expected this 
  evening. Flooding was recently reported along Route 104 in 
  Hannibal near the Route 34 intersection.

* Some locations that will experience flooding include...
  Oswego, Fulton, Central Square, Nine Mile Point, Hastings, Scriba, 
  Volney, Constantia, West Monroe, Palermo, Sterling, New Haven, 
  Phoenix, Minetto, Mexico, Williamstown and Cleveland.

Additional rainfall amounts of 0.25 to 0.5 inches are possible in 
the warned area.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the 
dangers of flooding.

Heavy rainfall has ended, and county officials report flooding in 
low lying areas from earlier this evening has improved. Flooding is
