.SYNOPSIS...
Multiple rounds of snow and mixed precipitation are expected,
with the first one being Monday, bringing light snow across the
region. Monday night into Tuesday, a heavier round of snow is
expected across CNY with the Southern Tier into the Catskills seeing
a wintery mix. A wintry mix and freezing rain is expected across
northeast Pennsylvania. After a break midweek, another storms
will impact the region Thursday and Friday.

.NEAR TERM /UNTIL 6 AM MONDAY MORNING/...
240 PM Update...

We are seeing low level moisture mixing out a bit this
afternoon, especially across the western Southern Tier, where
skies have cleared. However, any break in the clouds will be
short-lived to just this afternoon and evening, as high clouds
move back in tonight as our next storm approaches from the SW.
Other than the increase in clouds, any precipitation will likely
hold off until Monday morning, as a deep layer of cold, dry air
above the surface should keep precipitation from reaching the
ground until after 12Z Monday.

.SHORT TERM /6 AM MONDAY MORNING THROUGH TUESDAY NIGHT/...

Several waves of low pressure will travel northeastward along a
frontal boundary south of our region. Quite a temperature
contrast will be present along the boundary but for the most
part our region should be on the colder side of the front.
However, models have strengthened a 700 mb low across the Ohio
Valley with this model cycle increasing the low level jet also
know as more warmer air being transported northward. As a
result, more mixing looks to occur further north and west into
our region.

The first wave of low pressure should have enough moisture with
it to develop an area of light precipitation during the day
tomorrow as it passes through. Temperatures will be cold enough
for snow but a warm layer at about 800 mb should sneak into
northeastern PA leading to a mixture of snow and sleet in this
area. We get a brief break in the action Monday evening.

The main area of low pressure looks to track northeast up the
east coast Monday night and Tuesday. Considerable moisture looks
to overrun the boundary and lead to the development of
widespread snow and mixed precipitation. However, the warm
layer aloft should slowly nudge northwestward through the night
as well while surface temperatures stay below freezing.

While modeling has trended northward with the warm nose
uncertainty is still present on how far northward it goes. The
NAM 12Z 2/14 is the warmest while the ECMWF 12Z 2/14 is
considerably colder. For many in this zone from the Wyoming
Valley, into the Southern Tier and Western Catskills the
difference between mainly snow or mainly sleet/freezing rain
exists between these models. Confidence is higher that the
Poconos and Scranton areas change to mainly freezing rain and
perhaps even rain for a time. The winter storm watch has been
expanded into all of NE PA and upgraded to a warning from the
Finger Lakes to Syracuse where confidence is highest for an all
snow event. In terms of temperatures, quite a complex blend was
used which leaned This gradient could end up being sharper than
what we show now depending on where the mix line sets up
Temperatures generally in the 20's and low 30's. A winter storm
watch has been issued for most of the region based on the
current forecast. Confidence is lower in the Poconos where more
mixing is anticipated. RGEM and previous forecast but also
factored in the much warmer NAM with values generally in the
20's and 30's.

As for QPF amounts modeled ensemble means are currently from 3/4
inch to 1 inch of QPF. However, snow ratios should vary
considerably across the region. Quite a bit of wind looks to be
present aloft regionwide which could limit the ratios. Where
mixing occurs with sleet and freezing rain ratios will lower
perhaps down to 5:1 with sleet being much harder to accumulate.
While more traditional values with a coastal low of around
8-15:1 should occur further north across the NY thruway
corridor where less warm aloft is present. This yields snowfall
of 8-12 inches across the Finger Lakes and NY Thruway area by
early afternoon Tuesday with a sharp gradient to just less than
6 inches in the Northern Tier of PA to an inch or so around
Scranton. In terms of ice, concern is present for 1/2 inch QPF
or slightly more to fall as freezing rain potentially yielding a
1/4 inch of ice in spots adding to the potential impacts.

A few more subtle things to keep an eye on is that FGEN forcing
around 700 MB should ramp up for a time overnight Monday night
leading to some moderate to heavy precipitation rates. These
rates may offset the changeover area progression going further
north for a time as well. Also, low level cold air may hang on a
bit longer in the Western Catskills more than modeled which
could prolong any freezing rain. Wind gusts Tuesday afternoon
based on Bufkit soundings could reach 20 mph, potentially making
any impacts from ice more significant.

This looks to be a fairly high impact for most of the region and
with the uncertainty still present minor shifts with the
temperatures or tracks could result in notable changes to the
amount of snow and ice forecasted.

.LONG TERM /WEDNESDAY THROUGH SUNDAY/...
255 PM Update...

Made just some minor changes to the forecast for the end of the
workweek. All guidance is in very good agreement that a storm
system will impact the region Thursday into Friday, so have gone
with categorical PoPs this time period. However, there is still
quite a bit of uncertainty, similar to the system at the
beginning of the week, in how far north warm air will infiltrate
into the region. This will have huge implications on the
forecast, as any p-type is on the table at this point. Snow
will be most likely at the beginning of the event on Thursday,
but a transition to a wintry mix or a plain rain in some areas
is going to be possible, especially further south across NE PA.

Previous Discussion...

High pressure will bring a brief break
Wednesday before another storm moves through the Appalachian
Mountains Wednesday night. This storm will track over NY and PA
through Friday, bringing an elongated period of snow and mixed
precipitation.

Snow will fall through the day Thursday before a warm layer
aloft works into the Wyoming Valley of PA. This will cause the
snow to mix with, or change over to sleet or freezing rain.
Temperatures will rise Thursday night from the upper 20s into
the lower or middle 30s as warm air surges northward. The mixed
precipitation will stretch into Upstate NY by sunrise Friday.

Mixed precipitation will continue Friday, though colder air
aloft suggests a rain/snow mix at the surface instead of
freezing rain and sleet.

The storm will taper off to scattered snow showers Friday night
into Saturday.

.AVIATION /21Z SUNDAY THROUGH FRIDAY/...
MVFR ceilings expected until this evening and then some
improvement with a period of VFR likely overnight. However, MVFR
to IFR conditions will return Monday morning as light snow
overspreads the region from SW to NE through the day.

Outlook...

Monday afternoon...Front end of developing system brings period
of light snow/associated restrictions. Sleet or freezing rain
possible KAVP in afternoon.

Monday night through Tuesday...Winter storm expected with
moderate to heavy accumulating snow across the north with sleet
and then freezing rain expected KAVP Monday night - early
Tuesday and freezing rain may also impact BGM early Tuesday
morning.

Tuesday night through Wednesday night...Mainly VFR.

Thursday through Friday...Another large system moves in with
wintry mix and likely restrictions.
