  cold as 40 below zero. The cold wind chills will cause 
  frostbite in as little as 10 minutes to exposed skin.

* WHERE...Deltana and Tanana Flats.

* WHEN...Midnight tonight to noon Friday.

* ADDITIONAL DETAILS...Very cold wind chills to 40 below will
  continue through noon today. West winds 15 to 25 mph will cause
  these cold wind chills.
