.SYNOPSIS...
A brief window of high pressure and dry weather settles in later
today and continuing tonight. A significant storm will impact the
region Saturday night and Sunday with a mix of snow, ice, and rain
followed by a rapid freeze. Bitterly cold air is on tap for early
next week as that storm pulls away and Arctic high pressure moves
in. Temperatures will moderate by the middle of next week with the
potential for yet another storm at that time.

&&

.NEAR TERM /UNTIL 6 PM THIS EVENING/...
915 AM Update...Precip associated with this first weak system
moving out and made some minor edits to near term grids to
account for latest conditions and trends. Main change was to
lower temps a couple degrees for most areas.

Previous Discussion...Weak low pressure and its associated
front will be crossing the area this morning with the back edge
of the steady precipitation moving though this morning. Pops
will decrease thru the day from W to E. It will remain rather
cloudy today however with little in the way of winds aloft to
mix out the moisture from the overnight snow. Late today,
clearing will begin to move in from the west, but confid in sky
cover fcst is not the greatest. Temperatures will hinge on how
fast the sky clears, but we have basically kept the previous
fcst with only some minor adjustments. Highs will be near
normal, 30s across the N/W and low 40s S/E. Winds will be light
today, from the E/NE this morning and then W/NW later today.

.SHORT TERM /6 PM THIS EVENING THROUGH 6 AM SATURDAY/...
High pressure to the north will ridge across the area tonight.
Partly cloudy skies early will degrade to cloudy by morning as the
next system approaches. Temperatures will be a little above normal,
due to the clouds. Lows will be in the 20s across most areas with
some low 30s near the shore and across Delmarva. Winds will be
mostly from the N or NE at 5 to 10 mph.

.LONG TERM /SATURDAY THROUGH THURSDAY/...
915 AM Update...Update regarding winter storm...we added Upper
Bucks and Western Montgomery Counties to the Winter Storm Watch
based on potential snow and ice impacts...especially given
overall colder trend we've seen in the models. Also regarding
this trend, I have increasing concerns that colder temperatures
and icing could be more of an issue tomorrow night than we've
been thinking even near the I-95 corridor. This is based on
forecast position of surface warm front quite far to the south
with the cold airmass we'll have in place ahead of the system
and strong warm nose coming in aloft. We'll be taking a close
look at this as the new 12z model guidance comes in with a full
update on the storm this afternoon with the main package.

Previous Discussion...Still looking at a significant storm
affecting our region Saturday into Sunday. Mostly minor changes
with this forecast package, and made no changes to the winter
storm watch at this time. Here are the details:

Timing: With most of the 00Z operational models, there was a
slight trend to faster, both with precipitation onset and with
the timing of the front on Sunday. Most of the precipitation
should be in the period from Saturday afternoon through mid day
Sunday, with the precipitation quickly ending behind the front.

Storm track: From a distance, the differences in the track of
the center of the low look rather minor between the models, but
even these small differences (generally within 50 miles of each
other) will have major implications for impacts within our area.
Of the major operational models, the NAM appears to be the
furthest SE, while the ECMWF is on the NW fringe of solutions.

Precipitation type: This remains probably the most challenging
aspect of the forecast. Even if the models were spot on with the
track, there could still be discrepancies related to cold air
damming (which may be one of the issues with the GFS being too
fast to warm up especially in the NW). If models trend closer to
the NAM, then the southern Poconos, Lehigh Valley, and far NW
NJ could see all snow, otherwise, a mix of snow, freezing rain,
and sleet is all possible for these areas. It is likely that
regardless of solution, southern Delaware and coastal NJ will
see mostly rain, with possibly a brief period of a rain snow
mix. In between these two areas it where it gets tricky. For the
in between areas, the most likely scenario is that the precip
will begin on Saturday as Snow or rain/snow mix, eventually
changing to all rain at some point Saturday night, changing to
all snow for a brief period before it ends.

Ice and snow amounts: ice and snow amounts will be highly
dependent on the duration of the precipitation type, therefore,
remains uncertain at this time. For now, have stayed close to
the previous forecast.

Sunday night into Monday: In the wake of the cold front on
Sunday, expect very cold and windy conditions through this
period. Northwesterly winds could gust as high as 40 mph along
the coast, up to 35 mph elsewhere. Most areas will see highs
only in the single digits and teens but when combined with the
winds this will result in subzero wind chills. For areas mostly
north of I78, a wind chill advisory or even warning may be
needed as we get closer to this period. For now will continue
mention in the HWO.

High pressure builds in Monday night leading to diminishing winds
with mainly clear skies and very cold overnight lows. Lows will be
mainly single digits to near zero N/W of the I-95 corridor and in
the low to mid teens farther S/E.

For Tuesday and beyond, the high moves off the coast through Tuesday
leading to a moderation in temps though highs will still be below
average. The next system could impact the region as early as Tuesday
night into Wednesday as the upper level trough reloads over the
central CONUS sending another surface low NE toward the area. This
could take a similar track to this weekend's storm leading to more
mixed precipitation as temperatures continue to moderate. This
system could continue to affect the area into next Thursday.

.AVIATION /17Z FRIDAY THROUGH TUESDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

This afternoon...Residual MVFR/IFR CIGs and variable VFR/MVFR
VSBYs will continue, with only gradual improvement through
sunset. Not out of the question that IFR CIGs last through 22z
or longer, as winds are light, indicative of little mixing and
resultant increase in cloud bases. Winds light/variable. Very
low confidence with CIGs/VSBYs; moderate confidence with winds.

Tonight...Improvement to VFR expected as a stronger push of
west/northwest winds 5 to 10 kts should occur this evening.
However, winds will slacken again overnight, and there is at
least some chance of patchy fog. Confidence is too low for TAF
mention at this point, but will continue to monitor. Low
confidence.

Saturday...VFR conditions in the morning with winds becoming
easterly or northeasterly around or under 10 kts. However,
conditions will deteriorate rapidly during the afternoon with
precipitation moving in late from west to east. Precip will
likely be snow initially at the Philly terminals northwestward,
but may begin to mix with sleet, freezing rain, and rain by
evening. MIV/ACY may see mostly rain. Moderate confidence with
overall evolution, but low confidence with timing and
precipitation types.

Outlook...

Saturday night through Sunday...Conditions will likely remain
IFR or lower Saturday night into Sunday as a wintry mix of
precip moves over the region. Through the later half of the day
on Sunday, conditions may quickly improve to VFR behind a cold
front, which will also bring an abrupt shift to gusty
northwesterly winds. Low confidence.

Monday through Tuesday...VFR conditions are expected.
Northwesterly winds gusting up to 30 kt on Monday. By Tuesday,
winds should be light. High confidence.

.MARINE...
Today...Light winds and gentle seas expected. Light rain/snow this
morning and then fair for the afternoon. Seas on the ocean
will be mostly around 2 ft.

Tonight...A continuation of fair weather. NW winds mostly around 10
knots early tonight will veer around to NE by dawn Saturday.

Outlook...

Saturday...SCA conditions, with southerly or southeasterly winds
gusting to 25 kt are likely to develop by Saturday evening.

Sunday and Monday...A cold front on Sunday will bring an abrupt
shift to northwesterly winds. With this wind shift, gale force
gusts are likely, and could continue into Monday.

Monday night and Tuesday...Winds and seas are expected to
decrease below SCA criteria.

.TIDES/COASTAL FLOODING...
With the approach of the full moon and a strong surface low moving
through the area, we continue to expect a round of minor coastal
flooding for Sunday morning's high tide. Onshore flow will develop
on Saturday, allowing for tidal departures to increase. However,
winds are expected to veer to a more southerly direction during the
Sunday morning high tide, which should help to mitigate a more
significant coastal flooding threat.

Models continue to show potential for minor flooding on the Atlantic
coast, as well as in portions of Delaware Bay and the tidal Delaware
River. Given the strength of onshore flow Saturday into Saturday
evening, suspect the models are underplaying the threat a little
bit. As a result, the latest forecast is somewhat higher that either
the ETSS or ESTOFS and is instead relatively close to Stevens
Institute ensemble guidance. This places most of our coastal
Atlantic, Delaware Bay, and tidal Delaware River gauges into minor
flood for the Sunday morning high tide, with readings approaching
but just under moderate flood stage at Perth Amboy and Sandy Hook.
Coastal flooding is not expected with subsequent high tides, as
strong offshore flow is expected by then.

At this time, no coastal flooding is forecast for the eastern shores
of Chesapeake Bay, but we will continue to monitor.

This Hazardous Weather Outlook is for northern Delaware, northeast
Maryland, central New Jersey, northern New Jersey, southern New
Jersey and southeast Pennsylvania.

.DAYS TWO THROUGH SEVEN...Saturday through Thursday.

A significant storm system will affect the area Saturday through
Sunday with snow, mixed precipitation, and heavy rain. Snow will
develop Saturday afternoon with some accumulation possible before a
change to a wintery mix of snow, sleet, and freezing rain Saturday
night. There will be the potential for some ice accretion. An
eventual change to all rain is likely. The rain could be heavy
enough to lead to urban and small stream flooding issues Saturday
night into early Sunday with river flooding possible by late day
Sunday.

Rain will come to an end by late day Sunday as a strong cold front
moves through with strong NW winds and rapidly falling temperatures
as arctic air rapidly moves in. This will lead to quick refreezing
of wet and slushy surfaces causing very ice conditions.

Dangerous wind chills Sunday night through Tuesday.

A significant storm system will move across the region late Saturday
through Sunday. While precipitation in this area looks to fall
mainly as rain, there could be a brief period of snow at the onset
Saturday evening. Heavy rain will then follow by overnight Saturday
night into Sunday morning. The rain could be heavy enough to lead to
flooding.

Rain will come to an end by late day Sunday as a strong cold front
