...VERY ICE ROADS EXPECTED SATURDAY MORNING ACROSS THE REGION,
WITH SNOW CONTINUING THROUGH THE WEEKEND ACROSS WESTERN 
MINNESOTA...

.Precipitation will begin late tonight and early Saturday in the
from of snow west of a Redwood Falls to St. Cloud line with a
wintry mix of freezing rain and sleet to the east. The wintry mix
will transition to rain from south to north Saturday, with the
rain/wintry mix/snow line setting up across western Minnesota
Saturday night and Sunday. Ice accumulation early Saturday could
reach up to two tenths of an inch in some places. Roads on
Saturday morning could be very slippery, so be prepared to adjust
travel plans.

Snowfall accumulations across far western Minnesota through 
Sunday will range from 4 to 8 inches. Colder air will move in 
Sunday, changing precip to mostly light snow. This snow will fall 
occasionally Sunday night and Monday, with light additional 
accumulation expected. A Winter Storm Warning is in effect late 
tonight through Sunday for areas west of a line from Granite Falls
to Long Prairie, Minnesota. A Winter Weather Advisory is in 
effect to the east from late tonight through Saturday.

...ICY ROADS EXPECTED THIS MORNING ACROSS THE REGION WITH SNOW 
CONTINUING THROUGH THE WEEKEND ACROSS WESTERN MINNESOTA...

.Precipitation will begin this morning as a wintry mix of freezing
rain and sleet over southern Minnesota, steadily pushing north as
the morning progresses. The precipitation will transition to rain
from south to north today, with the rain/wintry mix/snow line 
setting up roughly along a line from Long Prairie to Willmar to 
Redwood Falls. East of that line, the precipitation will become 
all rain by late this afternoon and continue as such through 
tonight and Sunday before transitioning back to snow Sunday night.
West of that line, the wintry mix of precipitation will persist 
through Sunday before changing back to all snow. 

An Ice Storm Warning has been issued for Redwood and Brown
counties, where ice accumulations through Sunday morning may
range from one quarter to one half inch, the highest of which will
be over western Redwood County to far southwest Brown County.

A Winter Storm Warning remains in effect for Todd, Douglas, Pope,
Stevens, Swift, Chippewa, Lac Qui Parle and Yellow Medicine
counties, which can expect between a tenth and a quarter inch of
ice accumulation along with snowfall accumulations between 6 and
12 inches of snow, the highest of which will be closest to the
Minnesota state line. 

A Winter Weather Advisory is in effect to the east of the warnings
through the day today due to ice accumulations of a few hundredths
to a tenth of an inch along with snowfall accumulations up to 3
inches.

SNOW CONTINUING THROUGH THE WEEKEND ACROSS WESTERN MINNESOTA...

.Mixed precipitation will continue to transition to rain from 
south to north today, with the rain/wintry mix/snow line setting 
up roughly along a line from Long Prairie to Willmar to Redwood 
Falls. East of that line, the precipitation will become all rain 
by late this afternoon and continue as such through tonight and 
Sunday before transitioning back to snow Sunday night. West of 
that line, the wintry mix of precipitation will persist through 
Sunday before changing back to all snow.

An Ice Storm Warning is in effect for Redwood and Brown counties,
where ice accumulations through Sunday morning may range from one
quarter to one half inch, the highest of which will be over 
western Redwood County to far southwest Brown County.

A Winter Storm Warning remains in effect for Todd, Douglas, Pope,
Stevens, Swift, Chippewa, Lac Qui Parle and Yellow Medicine
counties, which can expect between a tenth and a quarter inch of
ice accumulation along with snowfall accumulations between 6 and
12 inches of snow, the highest of which will be closest to the
Minnesota state line.

A Winter Weather Advisory is in effect to the east of the

.SHORT TERM...(Today through Saturday)

High pressure settling over over the central CONUS this morning
will slowly slide east into the Ohio River Valley by this evening.
Low clouds under the high and trapping the low level moisture over
the existing snowpack will gradually erode away after daybreak,
making for mostly sunny skies across the area. However, even with
plenty of sun, modest cold air advection with the high pressure
area will keep max temps today in the mid 20s to lower 30s.

Attention then turns to the complex winter weather system expected
for this weekend, currently located over southern AZ/NM and in
advance of a highly-amplified H5 trough. This system is expected
to continue gaining strength and organization as it also brings
plenty of Pacific moisture with it into the Deep South today then
drags in a large plume of Gulf of Mexico moisture into it tonight
through tomorrow. The surface low looks to track over the TX/OK
Panhandle area tonight then to near the KS/NE/MO triple point by
Saturday evening. An appreciable increase in isentropic lift on
the northeast and eastern sides of the low center will aid in
precipitation development ahead of the low. In addition, within
the axis of the upper level trough, multiple cutoff lows will help
in upper level divergence being maintained or even enhanced with
this system so the size of the precipitation shield will grow and
be rather sizable, especially north-south across the central
CONUS. So while there is little doubt in precipitation from this
system reaching central-southern MN and western WI tonight through
Saturday, the main question is in what form the precipitation
will be in. Model profiles continue to show an appreciable low-
level warm air layer being advected into the area in advance of
the system. Therefore, the thinking continues to be that the
initial surge of precipitation will start out as snow in
southwestern Minnesota overnight. Then as the center of the low
itself draws closer and the warm conveyor belt is able to prevail,
the precipitation for much of central, southern and eastern MN
into western WI will change over to rain by late morning. There
may a brief period of FZRA before going to all rain, and the all-
rain area is expected to be south of a line from Cambridge-
Hutchinson-Redwood Falls. However, should there be even a small
variation in the track of this system or additional colder air
into this system, the precipitation scheme can easily change.
Nevertheless, with greater potential for icing and snow over
western and west-central MN, have maintained the Winter Storm
Watch for those portions of the area. Over the next 12-24 hours,
as higher confidence can be better achieved for precip types and
amounts, the watches will be converted over to
advisories/warnings.

.LONG TERM...(Saturday night through Thursday)

Between Saturday night, through Monday morning, there will be a
long duration of snow, possibly mixed at times with sleet or
freezing rain across far west central Minnesota. The transition to
freezing rain/sleet and just rain becomes apparent farther to the
east across Minnesota, and into west central Wisconsin. The
dividing line, or where the change over to snow occurs will be
critical for the amount of snow, from west to east across
Minnesota once the colder air slowly filters across the region.
Specifically, models have the surface and upper level storm
tracking across Kansas, Nebraska, and into southwest
Minnesota/northwest Iowa by Sunday afternoon/evening. Some
differences are noted in the exact location of these features, but
predominately, the warm sector of this storm will remain across
southern/eastern Minnesota, and into western Wisconsin through
late Sunday night. Eventually, the change over to snow will occur
across the rest of southern Minnesota, and into west central
Wisconsin Sunday night/Monday morning. There will also be a very
pronounced dry slot moving northward into southern Minnesota on
Sunday. This will cut off the bulk of the heavier precipitation
across this area, but wrap around moisture will still be present
across far west central Minnesota where local snowfall amounts
will likely exceed a foot in some areas. The other aspect to this
storm is the possibility of freezing rain, or a combination of
freezing rain/sleet and snow. Although I wouldn't be surprised to
see some freezing precipitation once the change over to a mixture
develops. However, typically during the transition to liquid
precipitation from frozen, the warm air process will limit the
amount of ice. This is mainly during the daytime hours as
insolation from the sun would allow temperatures to rise above the
freezing mark. Usually, to get significant ice accumulations, you
need an arctic air mass already in place, with overrunning of
very warm air aloft. Currently the air mass is more modified
Pacific/Canadian which doesn't support this type of scenario.
Therefore, if any freezing rain develops, especially during the
nighttime hours, ice accumulations will be confined to elevated
objects, bridges and overpasses. By Monday afternoon, the bulk of
the deep moisture should have moved eastward, limiting the amount
of any accumulating snowfall once the change over occurs earlier
in the day.

After Monday night, the air mass overhead will be cool, but not
extreme as more modified Pacific/Canadian air moves across the
Upper Midwest next week. The 5-day mean of the 500MB height
support a more long wave trough across the center of North
America, vs. the western part by the end of next week, and into
the weekend. This will slowly change the milder air, to more
typical for early January. Once the early week storm moves out of
the region, no big weather systems are expected to affect the
Upper Midwest, or at least nothing that will have major impacts.

.AVIATION...(For the 18Z TAFS through 18Z Saturday afternoon)

Stubborn stratus deck has stalled its eastward progression, but is
now clearing from south to north. After a period of clear skies
this evening, mid level clouds will increase, thicken, and lower
into Saturday. A wintry mix, mostly in the form of freezing rain,
will lift north across the region Saturday, then turn to rain by
afternoon across southern/eastern MN and WI. A wintry mix or snow
will continue across western MN.

KMSP...Clearing should reach MSP by 21-22Z, with VFR conditions
expected into early Saturday morning. Onset of freezing rain still
looks about 15Z, then turning to all rain by 18Z as surface temps
rise above freezing.

/OUTLOOK FOR KMSP/
Sun...MVFR/IFR with -RA likely during the day, changing to -SN
late. Wind variable around 5 kts.
Mon...MVFR/IFR with -SN likely, mainly in the morning. Wind NW
10-20 kts.
Tue...Mainly VFR. MVFR ceilings possible. Wind NW 10 kts.

This Hazardous Weather Outlook is for portions of central and
southern Minnesota...and west central Wisconsin.

.DAY ONE...This Afternoon and Tonight

A wintry mix of freezing rain, sleet and snow is expected to
spread into west and south central Minnesota overnight. A light
glazing of ice is possible by daybreak Saturday.

.DAYS TWO THROUGH SEVEN...Saturday through Thursday

A long-duration winter storm will bring periods of freezing rain,
rain, sleet and snow to the area from Saturday into Monday. Far
west central Minnesota will see total snow accumulations in the 6
to 10 inch range, along with blowing snow. Ice accumulations of
one to two tenths of an inch are possible across the entire area,
which includes the remainder of central and south central
Minnesota and west central Wisconsin. Travel will likely become
difficult to hazardous.
