The National Weather Service in San Juan has issued a

* Flash Flood Warning for...
  Rio Grande Municipality in Puerto Rico...
  Fajardo Municipality in Puerto Rico...
  Naguabo Municipality in Puerto Rico...
  Luquillo Municipality in Puerto Rico...
  Ceiba Municipality in Puerto Rico...

* Until 845 PM AST

* At 540 PM AST, Doppler radar indicated heavy rains and excessive 
  runoff continue to affect the warned area. Flash flooding is 
  already occurring.

Additional rainfall amounts of of an inch or more will be possible 
during the next hour or so in the warned area.

This includes the following streams and drainages...Rio de la Mina...
Rio Blanco...Bahia Algodones to Ensenada Honda Coastal Watersheds...
Rio Cubuy...Rio Fajardo...Rio Sabana at mouth...Rio Mameyes...Rio
Icacos and Rio Santiago.

Flood waters are moving down the Rio Blanco and associated 
tributaries as well as Rio Angelito in the Rio Grande area. Recent 
USGS data sensor indicated that the Rio Blanco river has already 
crested but excessive runoff will continue affect the rivers and 
streams during the next couple of hours. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses 
as well as other drainage areas and low lying spots.Stay away or be 
swept away. River banks and culverts can become unstable and unsafe.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.

A Flash Flood Warning means that flooding is imminent or occurring.
If you are in the warned area move to higher ground immediately.
Residents living along streams and creeks should take immediate
precautions to protect life and property.

...THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 845 PM AST FOR RIO
GRANDE...FAJARDO...NAGUABO...LUQUILLO AND CEIBA MUNICIPALITIES...

At 741 PM AST, Doppler radar indicated heavy rain continuing across 
the warned area. At least 7 to 9 inches of rain have fallen. Flash 
flooding is already occurring. Roads remain impassable.

Additional rainfall amounts of one to two inches are likely in the 
warned area.

Flood waters are moving down the Fajardo River from its headwaters 
to Paraiso. The river has risen back above flood stage of 8 feet.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Stay away or be swept away. If you don't have to drive--stay home or 
where you are unless you are already in danger of flood waters.
