...Dangerous Storm Tonight...Blizzard Conditions For Some...

.Light snow or freezing rain will continue to impact areas near or
east of the Mississippi River early this morning. Some light
freezing drizzle is possible to the west. Additional snowfall up 
to an inch is possible northeast of Interstate 94. A glazing of 
ice is also possible across the region. Untreated roads will be 
ice or snow covered this morning. 

A dangerous winter storm will bring heavy snow and very strong
winds to the region tonight, persisting into Sunday. The worst
conditions, and potentially life threatening, will be across
parts of southeast Minnesota and northeast Iowa where the mix of
snow and wind will result in blizzard conditions.

The heart of the storm moves in by early evening, transitioning
from rain to snow from west to east. The heavy snow axis is
currently expected to setup from around Austin and Rochester
Minnesota to Medford Wisconsin. Amounts from 8 to 12 inches are
possible, tapering off west and east of there. 1-2 inch per hour
snowfall rates will be common tonight.

Winds will be on the increase from the northwest overnight,
sustained from 20 to 35 mph with gusts upwards of 45 to 50. White-
out conditions are expected for open and unsheltered areas of
southeast Minnesota and northeast Iowa overnight through parts of
Sunday. Localized white-out conditions can be expected in other
wind prone areas, including ridge-tops.

While the bulk of the snow will have fallen by mid morning
Sunday, the strong winds will continue the dangerous conditions
(blowing, drifting, severe reductions to visibilities) through
the afternoon.

Travel will quickly become treacherous tonight and potentially
impossible for some. Road closures are likely in areas impacted
by the blizzard conditions. Travel is not recommended tonight in
these areas.

Plan now for the wintry conditions. Adjust or cancel travel plans
if possible.

...Dangerous Storm Tonight...Blizzard Conditions For Some...

.Some rain, freezing rain, and freezing drizzle was still exiting
the area this morning leaving slushy or ice covered roads. Travel
will still be impacted for parts of the area, but conditions will
begin to improve, at least for a few hours.

Bigger focus is the next batch of precipitation which will be
heavy snow and rain depending on your location. The heaviest snow
will fall mainly this evening across parts of north central Iowa,
southeast Minnesota, and into western and northern Wisconsin. Snow
will accumulate quickly, perhaps 8 to 12 inches for some areas. In
addition, strong northwest winds will develop overnight into
Sunday morning leading to blizzard conditions and dangerous
travel.

Road closures are likely in areas impacted by the blizzard 
conditions. Travel is not recommended tonight in these areas.

.Light rain and drizzle will gradually end for a time as
temperatures continue to warm today. Slush on area roads should
also melt a bit so highways should improve. But more 
precipitation will spread in from the southwest this afternoon.

Starting this evening, widespread precipitation will bring a
variety of conditions depending on your location. It will change
to all snow initially across northern Iowa, into southeast
Minnesota, and north central Wisconsin. Snow will accumulate 
quickly in those areas, perhaps 8 to 12 inches by Sunday morning.
In addition, strong northwest winds will develop overnight into 
Sunday morning leading to blizzard conditions and dangerous 
travel.

Road closures are likely in areas impacted by the blizzard
conditions. Travel is not recommended tonight in these areas.

Plan now for the wintry conditions. Adjust or cancel travel plans
if possible.

...Major Winter Storm to Impact Region Tonight and Sunday...

.A mix of precipitation types will spread into the area from the
southwest later today. The storm track will go across our area
making for a mix of snow to the north and west, with mainly rain
to the east and south. 

Snowfall will be heaviest and most consistent from north central
Iowa, across southeast Minnesota, into north central Wisconsin.
Snowfall in the 8 to 12 inch range can be expected with locally
higher amounts possible. Lower amounts will fall south and east of
there, but there will still be impact.

In addition, strong west to northwest winds will develop later
tonight which could lead to blizzard conditions. Travel could
become dangerous or impossible depending on the severity of
drifting and visibility. Road closures are likely in areas

...Dangerous Travel Expected Overnight...

.Snow continues across much of the area as of late evening, mixed
with sleet and freezing rain into parts of central and southwest
Wisconsin. Snow has been very heavy across parts of southeast
Minnesota into northeast Iowa, with some snowfall totals of 4 to 8
inches already reported as of 11 PM.

Expect precipitation to continue changing to all snow for the area
overnight, with additional amounts of 2 to 10 inches, highest
across southeast Minnesota into north central Wisconsin. 

In addition, strong west to northwest winds will quickly develop
overnight, leading to blizzard conditions west of the Mississippi
River, with area of blowing and drifting snow expected for the
remainder of the area. Travel is reported to be difficult to
impossible and will remain that way overnight and into Sunday,
even as snow tapers off. Road closures are likely in areas

heavy snow starting to focus into western and north-central
Wisconsin. Meanwhile, winds were increasing from the west with 35
mph gusts starting to impact parts of southeast Minnesota and 
northeast Iowa. 

Travel is not recommended across much of southeast Minnesota and
northeast Iowa, according to state DOTs. There are road closures
and tow bans in some areas. Do NOT travel in these areas unless of
dire emergency. If you do, and get stuck - emergency services may

The bulk of the accumulating snow will shift into the Interstate

.Blizzard conditions are developing across parts of southeast 
Minnesota and northeast Iowa early this morning with winds already
gusting to 45 mph. The winds will continue to strengthen and move
into western and central Wisconsin later this morning. Gusts as 
high as 55 mph are expected. 

As for snow, the bulk of the accumulating snows have shifting into
and north of the Interstate 94 corridor. An additional 1 to 2
inches are expected in these areas, ending later this morning. 

The combination of wind and recent heavy snow will create
potentially life threatening conditions if precautions are not
taken. White-outs will occur in open areas. Many roads are 
already closed with more drifting snow through the day. State 
DOTs are recommending NO travel across most of northeast Iowa, 
southeast Minnesota into portions of northwest Wisconsin. Do NOT 
travel in these areas unless of dire emergency. If you do, and get
stuck - emergency services may not be able to reach you for a

...Huge Impacts to Travel...

.Travel around the region remains very difficult to impossible due
to heavy snow and strong winds. Wind gusts have nearly reached 60
mph in parts of southeast Minnesota leading to even worse drifting
and blowing snow. Many roads are closed and travel is not advised.
Those that do venture out have been getting stuck and rescued.

Elsewhere travel is also difficult to dangerous. Lots of blowing
snow has been reported in northeast Iowa, and north central
Wisconsin, where people claim they are experiencing white outs in
open country.

Blizzard conditions will continue across most of the area this
afternoon, with frequent wind gusts of 40 to 55 mph. This will
lead to very low visibilities in blowing and drifting snow.

Travel around the region remains very difficult to impossible
due to heavy snow and strong winds. Wind gusts have nearly
reached 60 mph in parts of southeast Minnesota leading to even
worse drifting and blowing snow. Many roads are closed and travel
is not advised. Those that do venture out have been getting stuck
and rescued.

Elsewhere travel is also difficult to dangerous. Lots of blowing
snow has been reported in northeast Iowa, and north central
Wisconsin, where people claim they are experiencing white outs in
open country.

Blizzard conditions will continue across most of the area this
afternoon, with frequent wind gusts of 40 to 55 mph. This will
lead to very low visibilities in blowing and drifting snow.

State transportation departments recommend NO travel across most
of northeast Iowa, southeast Minnesota into portions of northwest

.The impact from this latest winter storm continues to be felt
with numerous roads around the region impassable or closed due to

Many local officials are urging people to not travel. Those that 
do venture out have been getting stuck and rescued.

Blizzard warnings have been extended into the evening hours for
the high impact that is being felt across northeast Iowa,
southeast Minnesota, into north central Wisconsin.

.As of early evening, major impacts continue from the ongoing 
winter storm, with numerous roads impassable and closed across 
southeast Minnesota into northeast Iowa, while farther east, areas
of blowing and drifting snow continue to produce travel 
difficulties in some areas. 

We continue to hear of some attempting to travel and becoming
stuck and requiring rescue. In some areas of southeast Minnesota
and northeast Iowa, snow plows have been pulled off the roads due
to drifting and blowing snow. Please know that if you do decide to
travel in the areas experiencing blizzard conditions, rescues may
take a long time due to strained resources. Please stay home
tonight and do not venture out across southeast Minnesota or
northeast Iowa unless absolutely necessary.

Winds will gradually diminish through the evening and overnight
hours, but with impacts from drifted roads remaining in place well
into the Monday morning commute.

.SHORT TERM...(Today through Sunday)

This winter storm is quickly moving from strong to serious...to
possibly life threatening. Don't treat this storm like all the
others so far this winter. Not in terms of snowfall, but the impacts
of wind on what falls, and what is already on the ground.

FIRST THIS MORNING: wintry mix this morning mostly driven by warm
air advection and a bit of shortwave energy. Freezing rain is the
biggest concern, especially across the south with accums around 1/10
of an inch still expected there. Winter Weather Adv is in effect to
account for the travel concerns from the mix pcpn through mid to
late morning.

TONIGHT...

FORCING: tons. Talked about this a lot that past several days, but
shortwave trough lifts out of the desert southwest today, driving
northeast across the western great lakes overnight tonight. Closed
low with a negative tilt as it deepens/strengthens as it rolls
through the region. Accompany sfc low could drop as much as 20 mb in
24 hours, still on track to slide across eastern IA this evening to
across eastern WI overnight. Strong, sloping (almost vertical at
times) frontogenetic forcing indicated in northwest-southeast
running x-sections, with -EPV running across that in the evening,
suggesting enhanced banding. Then to top it off, roughly 130kt 300
mb jet will deepen the lift this evening as it moves this system
rapidly through the region.

TIMING: after a brief break from the pcpn early this afternoon
(perhaps some light pcpn, drizzle hanging around), the main brunt of
this next winter storms will start to move into northeast IA between
22-00z, spreading quickly northeast. Highest qpf/heaviest pcpn per
meso models should roll in starting 03z, persisting through 12z.
Generally only light pcpn is expected Sun morning as the storm
continues its rapid exit northeast.

PCPN TYPES/AMOUNTS: strong warming associated with this storm, and
most areas will start out as a rain as it moves in. Should be a
quick transition to snow in the west while mainly rain holds in the
east/southeast for the better part of this evening. Look for a strip
of wintry mix in between these. Warmer air will exit overnight with
a transition to snow for those locations.

For amounts, heavy snow axis currently forecast to hold from around
Austin and Rochester MN northeast to Medford WI- 8 to 12". Amounts
taper off moving west/east of there. Some hints in a few short term
models that this axis could shift a bit east, a lot depending on how
much warm air can work west and track of the low. A close eye will
be kept on these trends and adjustments made to the forecast as/if
needed.

WIND: very tight sfc pressure gradient accompanies the storm as it
moves in, strongest on the backside  of the low overnight tonight
through the bulk of Sunday. Pressure gradient magnitudes in the
RAP/GFS/NAM all suggest 50-55kt gusts are possible in the wind prone
areas west of the Mississippi River. Bufkit soundings not nearly as
bullish but still would bring upwards of +40 kts to the sfc -
especially overnight thru Sun morning. Sustained winds around 30 mph
look easily attainable for southeast MN/northeast IA.

This will move snow, even a "wetter" snow or lower accumulations.
That said, an icy crust on the snow pack is a concern, with recent
melt plus freezing from the rain/freezing rain this morning. Still,
an awful lot of wind, and falling temps on Sun will help (drying
snow a bit) - it should still move pretty easily. Blizzard to near-
blizzard conditions look likely with this setup with whiteouts in
rural areas and the (high) potential for road closures overnight
into Sun morning. These impacts take on an even greater magnitude
during the dark hours.

Elsewhere, winds will be high and blow/drifting in open areas
(especially ridge-tops) will make for very difficult to
impossible travel.

THUNDER: yes. RAP 0-4KM MUCAPE upwards of 750 J/kg across northeast
IA into southwest/central WI between 21-04z. Mostly in the warm,
liquid sector of the storm. Should be a decent shot for
isolated/scattered thunder. If some of that instability shifts just a
bit more west/northwest - thunder snow (or sleet) would likely.

HEADLINES: going to go with a Blizzard warning for the wind prone
locations of southeast MN and northeast IA. It's also the
climatological favored area for blizzards locally. Elsewhere, will
use a mix of winter storm warnings and adv to account for the snow
and wind. Can't rule out an upgrade to Blizzard or warnings in some
areas - stay tuned.

.LONG TERM...(Monday through Friday)

Models continue in good agreement with a shift to a mostly zonal
flow a loft for the new work week. A cold start to the week with
cold, Canadian dropping southward post this weekend's winter storm,
but the cold doesn't hang around too long. Temps should moderate
closer to the late Feb normals by mid/late week.

As for pcpn chances, if you want a break from the snow you will
prefer the EC. It continues to favor a dry forecast, with only a
somewhat weak ripple in the flow to bring minor snow chances Tue
night/Wed. Aside from that, it looks dry until the weekend. The GFS,
meanwhile, is considerably stronger with that early week system -
and also starts to bring it in earlier (starting Tue). Accums would
be higher in this solution. Perhaps another weak wave could bring
light snow chances before the work week ends, and then the GFS
points to a much stronger shortwave trough for the weekend. Overall,
confidence with the shortwave strength/timing/impacts relatively
low. Will let blends dictate chances for now.

.AVIATION...(For the 06Z TAFS through 06Z Saturday night)
Issued at 1130 PM CST Fri Feb 22 2019

First round of precipitation continues to spread north quickly at
this late evening hour, with snow (mixing with sleet and
potentially some freezing rain) arriving at LSE and RST by 06-07Z.
That messy mix should then depart/transition over to some light
freezing drizzle for a few hours into mid morning, as ceilings
take a dive to IFR or even LIFR levels for many areas. Those lower
ceilings will stick around into late afternoon and evening, as
snow quickly develops at RST into early evening, while LSE likely
sees rain and probably a few thunderstorms transition to snow by
04-06Z. Timing of that changeover is subject to change, of course,
but it continues to appear that both LSE and RST will see a period
of heavy snow through the evening hours, while winds starting to
increase from the north late. Looking just beyond 06Z Sunday,
northwest winds will rapidly increase to 25-30 knots, with gusts
of 40-45+ knots expected, likely producing blowing/drifting snow,
potentially even at LSE for a few hours. Needless to say,
significant impacts to airport operations are expected.
