.Heavy rainfall of one to two inches since Sunday will cause river levels to 
rise above flood stage.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Those with property and livestock along the river should continue to 
monitor river conditions.

  Osage River near Schell City affecting Bates and Vernon Counties 
   
.River levels continue to rise on the lower Little Osage at Horton
and on the Osage near Schell City as runoff from heavy rainfall
earlier this week continues to drain into the larger river systems of
the Osage River Basin. Details on crest timing are included in the
sections below.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Do not drive through flowing water. Nearly half of all flood 
fatalities are vehicle related. As little as 6 inches of water may 
cause you to lose control of your vehicle. Two feet of water will 
carry most vehicles away.

  county roads west of Schell City.

...12Z AVIATION UPDATE...

.SHORT TERM...(Today and tonight)
Issued at 300 AM CDT Mon Oct 8 2018

It continues to not feel like early October with current
temperatures above average highs. This is due to a continuous
stream of southerly winds and warm/moist air feeding in from the
south. An area of showers and thunderstorms was ongoing across
much of the state of Kansas, northern Oklahoma and northwest
Missouri. The mean flow should keep this activity just west of the
area, closer to the stationary surface boundary, however it will
continue to skirt far SE Kansas.

With the lack of a strong trigger, most of the area will remain
dry today with the exception of far SE Kansas and perhaps west
central Missouri, closer to the surface boundary. Even with some
cloud cover, temperatures should have no problem reaching the
lower to middle 80s this afternoon. Winds will be gusty out of the
south with gusts up to 30 mph possible. Showers and thunderstorms
look to develop in Kansas and Oklahoma again tonight and may
skirt southeast Kansas. Overnight lows will be warm, again.

.LONG TERM...(Tuesday through Sunday)

Strong shortwave trough will begin to move out of the Rockies on
Tuesday. Models break out precip well ahead of the main front
during the late morning and afternoon hours. This appears to be in
conjunction to a vorticity lobe moving out of eastern Kansas and
northeast Oklahoma. The NAM is a little more robust with
morning/afternoon showers and storms versus the other models. This
could have some affect on the amount of instability present for
the evening hours when a cold front will approach from the west
with the main shortwave trough and jet streak. The NAM is the
fastest of the models with respect to the front moving in Tuesday
night. Most models have the front moving into western missouri
very late Tuesday night or early Wednesday morning. Widespread
bands or lines of showers and storms look to develop and move
along and behind the front. Forecast soundings from the GFS
indicate up to 1000j/kg of ML CAPE with about 40kts of deep layer
shear where as the NAM is even higher with the instability. SPC
slight risk for severe across the western half of the area looks
good as the risk will likely decrease as you head east. At this
point, damaging winds appear to be the main risk however this will
be refined as we get closer.

Depending on the speed of this  system, precip amounts could add
up to 1-3 inches across the area as a very moist airmass will
remain in place and several bands of showers and storms move
through. WPC has a moderate risk for exceeding flash flood
guidance across SE KS and western Missouri and will need to
monitor the risk for flooding. Rain will linger Wednesday morning
before exiting by afternoon. Cold air advection will occur during
the day with highs dropping during the afternoon.

This mid week system will usher in a much cooler airmass with
highs in the 50s and 60s likely from Thursday into the weekend. Passing
shortwaves may bring some showers to the area Friday and again
Saturday however confidence is still not very high as some model
differences remain. Confidence is high however that it will feel
like Fall by the end of the week into the weekend.

VFR conditions expected at the TAF's today with late morning and
afternoon cumulus developing. Winds will increase throughout the
day with gusts exceeding 25kts possible out of the south,
especially at SGF and JLN. A few showers or storms may impact JLN
at the end of the taf period. Some low level wind shear is also
possible at JLN overnight.

DISCUSSION...

Scattered showers and storms will be possible today and tonight
across southeast Kansas and western Missouri. Cloud to ground
lightning and brief heavy rainfall will be the primary potential
hazards.

Southerly wind gusts up to 30 mph will be possible today and
tonight.

.DAYS TWO THROUGH SEVEN...Tuesday through Sunday.

Widespread showers and storms will occur Tuesday into Wednesday.
Severe thunderstorms and flooding will be possible Tuesday night,
especially west of Highway 65.
