heavy rain across the warned area. Over two inches of rain has
already fallen in some areas. Flash flooding is expected to begin
shortly.

Marietta, St. Marys, Beverly, Middlebourne, Williamstown, Paden
City, Sistersville, Newport, Matamoras, Lowell, Bristol, Macksburg,
